Cranston Police Charge Man in Fatal Wellington Avenue Hit-and-Run Crash

The Cranston Police Department announced on Monday that it has charged Kelvin Santana, 21, of Cranston, with one count of Duty to Stop in an Accident Resulting in Death in connection with a fatal crash involving a bicyclist on Wellington Avenue.

Santana was transported to the Kent County Courthouse for arraignment. The investigation remains active and ongoing.

According to Cranston Police, on March 23, 2026, at approximately 10:45 p.m., Cranston Police officers responded to a 911 call reporting a bicyclist lying in the roadway in the area of Wellington Avenue and Well Avenue.

Upon arrival, officers located an adult male suffering from severe injuries, including multiple lacerations to the head. The victim was transported to Rhode Island Hospital, where he was later pronounced dead.

The victim of the hit-and-run was previously identified as Michael Ouellet, 58, of Cranston.

The preliminary investigation indicates that Ouellet was walking his bicycle in the roadway when he was struck from behind by a motor vehicle.

The operator, Santana, was operating a blue 2022 Chevrolet Silverado pickup truck, according to police.

The vehicle sustained damage to the front driver’s side and was towed to Cranston Police Headquarters for further examination.
