On 3/29/26 at approximately 0103 hours, Officers and I were dispatched to 1440 Plainfield Pike for a disturbance.
Dispatched advised the caller, who was later identified as REDACTED stated there was a male outside her residence with a gun who appeared to be an ex-boyfirend of her friend. A short time later, myself and other units arrived on scene. There was no one outside, I then saw the front door of the residence door knob turn, at this point I identified myself at Cranston Police and to have everyone show me their hands. REDACTED and other individuals stated they were the ones that called 911. I had all the individuals exit the residence with their hands up at gunpoint until it was verified they did not have any weapons on them.
I spoke with REDACTED who stated she had some friends over her residence. She stated her friend identified as REDACTED had been receiving phone calls from her ex-boyfriend identified as Duncan Powell.
REDACTED stated he was trying to find out REDACTED location. She stated Duncan began just calling numerous times and was threatening to come over to kill REDACTED and then himself. She stated then left the residence in fear that Duncan was going to cause her harm and her friends. A short time later, they heard banging on the door and heard Duncan telling REDACTED to exit the residence so she contacted the Police.
I then spoke REDACTED who was another witness inside the residence at the time of the incident. He stated REDACTED left residence in a hurry because Duncan stated he was going to shoot her. He stated a short time later. He observed the tall white male, wearing all black get out of a black Cadillac.
As Duncan approached the front door, he could observe something sticking out of his sweatshirt pocket. While at the door, Duncon began yelling to REDACTED to get out of the house if not he was going to kill everyone in the residence including himself after he kills everyone. Stated Duncan was at the front door for approximately four mins then took off.
I then told REDACTED to call REDACTED so I could speak with her on the phone. While speaking with her, she stated that Duncan was probably en route to her residence and was concerned for the safety of her family. We had some Officers responding to REDACTED as a precaution. At this time, I had respond back to the scene so I could speak to her about what took place. While speaking with her, I observed her cell phone keep lighting up excessively and observed someone keep calling her phone. REDACTED stated it was Duncan calling her and gave me permission to speak with him. I spoke with Duncan and advised him I was a Cranston Police Officer and was called to the above address for a disturbance.
I asked him if he was ever at 1440 Plainfield Pike tonight he stated he does not know what I am talking about. I advised him that I would like to get his side of the story and if he could respond back to the residence to do so.
As I was speaking with Duncan on the phone I could hear that he was walking in the background, then a short time later Duncan appeared on Curry Road walking in our direction. Duncan had one hand in his sweatshirt at this time he was taken down at gun point and placed in handcuffs where there were checked for comfort and fit.
Duncan was then placed in the rear of my patrol vehicle, where he was read his miranda rights and stated he understood them.
I asked Duncan where his vehicle was parked, and he did not answer. I asked him where he was coming from when he said "just a walk". I then asked does he live in Cranston when he stated "why am I being detained?" I then stopped speaking with him. We located the Black Cadillac in question on Curry Road, Please refer to Officer Leclairs report for further. I then gave Officer Leclair the vehicle keys that Duncan had on him at that time. The vehicle was towed back to Cranston PD HQ's where it was placed in a secured lot. I then had Officer Pento transport Duncan back to Cranston Police HQ's and placed in cell #2.
We searched the area for any firearms that Duncan may have disregarded but were met with negative results.
I spoke with who stated Duncan had physically assaulted her earlier in the day in Providence at Duncan's apartment and showed us a large bruise on her leg as a result from it. She also advised me that she took her vehicle to an oil change business in Providence where they located a vehicle tracker underneath her vehicle. She stated then she was at residence when Duncan was calling her nonstop.
She stated he found out where she was so she answered one of the phone calls. Duncan stated he was gonna come there to "fuck shit up" so she left the residence to avoid it. She then received a phone call form stating Duncan was outside her residence. Duncan then called her and let her know that he was going to hurt them and that it would be fault. She said then called Police because they were all scared because Duncan stated he was going to shoot her house up. Providence Police were notified of the incident in their jurisdiction and advised her to respond to their HQ's in which I notified REDACTED.
