RIDOH Cites Two Rhode Island Dentists

The Rhode Island Department of Health has cited two licensed dentists in the state.

On May 6, RIDOH issued a reprimand to one dentist and placed another on probation. Both were cited for controlled substances issues. 


Improper Record Keeping

Dentist Gerard Belhumeur, who has been licensed to practice dentistry in Rhode Island since 1980, was placed on probation by RIDOH. 

According to RIDOH, Belhumeur, who practices in Pawtucket, “failed to adhere to all of the requirements for the storage and record keeping of controlled substances applicable to his practice” and “failed to record administration of a Schedule II controlled substance in the patient record.”

The conduct constitutes unprofessional conduct pursuant to Rhode Island General Laws.

In the consent order signed by both parties, Belhumeur is required on his probation to take at least 8 hours of continuing education on controlled substances; three hours on the topic of dental ethics; and three hours on the topic of dental record keeping within a six-month period. 

Upon successful completion, RIDOH says there will be a “formal discharge” from the consent order. 


Drug Administration

Dentist Olga Frey, who has been a licensed dentist in the state since 1996, was issued a reprimand by RIDOH. 

According to RIDOH, when a patient was seen by Frey in November 2025, the patient “exhibited signs of anxiety-related distress” - and Frey “administered 1mg Xanax to Patient without a prescription.”

The conduct, says RIDOH, constitutes “unprofessional conduct” pursuant to Rhode Island General Laws, and Frey was issued the reprimand.
