A Rhode Island health professional has voluntarily surrendered his license, after the state said it received notice that he “violated professional boundaries by engaging in a non-professional relationship with a client."

According to the Rhode Island Department of Health (RIDOH), Robert Marshall (ISSW00225) was an independent social worker between 1995 and May 2025, when his license expired.

“On or about July 30, 2025, [RIDOH] received notice that [Marshall] violated professional boundaries by engaging in a non-professional relationship with Client A during the time [he] was treating Client A between July 1, 2013 to early July 2016, and afterwards, from July 2016 to September 2022 when Client A was [his] former client,” wrote RIDOH.

This is the fifth matter to come before RIDOH's disciplinary committee in July.

About Case

According to RIDOH, the conduct was “in violation of the principles of the National Association of Social Workers Code of Ethics.”

In the consent order, RIDOH said Marshall “wishes to avoid an administrative hearing” and agreed to voluntarily surrender his license.

Moreover, the order - signed by the state and Marshall - says that he “shall not seek renewal or reinstatement of his Rhode Island Social Worker license.”

The surrender is also being reported to the National Practitioner Data Bank, according to RIDOH.
