NEW: Two Physicians Sanctioned by RI Dept. of Health for “Unprofessional” Conduct

Two licensed physicians have been recently reprimanded by the Rhode Island Department of Health (RIDOH). 

One doctor was reprimanded for having been penalized by an administrative board in another state constituting "unprofessional conduct." 

The other doctor was found by RIDOH to have engaged in "unprofessional communications" with a patient.

“Unprofessional Conduct” in Nevada

According to RIDOH, Joseph M. Palumbo, DO has been licensed to practice medicine in the State of Rhode Island since January 21, 2021.

“On or about September 13, 2024, the Board received notice of a September 4, 2024 Stipulation and Order entered between [Palumbo] and the Nevada State Board of Pharmacy."

“While [Palumbo] contested the allegations set forth in the complaint pending before the Nevada Board, he acknowledged that the staff prosecuting the case could present evidence to establish that [Palumbo] permitted registered nurses to independently access and administer drugs without direct practitioner supervision, and aided and abetted others to engage in unprofessional conduct as defined by Nevada law," RIDOH continued. 

The Nevada Board placed Respondent on probation for one year and assessed a penalty in the amount of $2,500.

RIDOH said its Investigative Committee of the Board met on December 18, 2024, and, upon review of the State of Nevada Board of Pharmacy Stipulation and Order, found that Palumbo violated R.I. Gen. Laws § 37-5-5.1(21) which states in pertinent part that any "disciplinary action against a licensed or authorization to practice medicine in another state" constitutes unprofessional conduct.”

He was issued a reprimand and ordered to pay fees of $1,100. 

 

"Rude and Unprofessional"

According to RIDOH, Alberto Savoretti, M.D. has been licensed to practice medicine in the State of Rhode Island since March 14, 2007.

On June 6, 2024, a complaint was filed with the Board by a patient of Savoretti alleging that Savoretti "was unavailable to discuss [his] patient's Temporary Disability Insurance claim and that Savoretti was unprofessional/rude in some of his communications with the patient.”

RIDOH says the board conducted an investigation through its Investigative Committee and reviewed the medical records and correspondence between Savoretti and the patient. 

“An agent of the Investigative Committee interviewed the patient, and Savoretti appeared before the Investigative Committee on February 26, 2025,” wrote RIDOH. "Upon assessment of the medical records, correspondence and interviews, the Investigative Committee concluded that [Savoretti] did not timely refer the patient for a mental health assessment and treatment; did not utilize the patient health questionnaire for depression screening; and engaged in unprofessional communications with the patient.”

“The Investigative Committee also found contradictions in the medical records regarding screenings and concluded that it was inappropriate to include certain correspondence in the medical record,” added RIDOH. “As a result, the Investigative Committee made a probable cause determination of a violation of R.I. Gen. Laws § 37-5-5.1(19).”

Savoretti was issued a reprimand on his Rhode Island license and ordered to pay administrative fees in the amount of $1,100.00.
