UPDATED: Providence Police Release Body Cam Video of July 9 Pursuit of Juveniles Shooting BB Guns

Providence Police have released body camera footage of the July 9 incident in which police pursued juveniles shooting BB guns who “caused personal injury and property damage" throughout the city.

As GoLocal exclusively reported on August 6, one of the victims of the three juveniles who terrorized Providence told GoLocal of how he was shot, then chased, and left with an overall feeling of terror.

"It was really scary, and I’m a big guy. In hindsight, I guess I’m OK. But at the time, three dudes getting out of a car coming at me, it was really scary. Were they trying to steal my dog? So I ran. I wasn’t going to fight three guys. Then to see the girl killed just blocks from us this week...I don’t know if it’s post-pandemic, or kids just acting out, I just don't know," said the victim.

An internal review of the incident is ongoing and Providence Police Officers Mitchel Voyer and Domingo Diaz who can be seen in this video punching, and spitting on one of the suspects, who can be heard crying — remain on Administrative Leave with pay until the review of the incident is complete.

About Incident 

As GoLocal first reported, Providence Police said they received multiple calls on starting Thursday July 8 for suspects shooting at people with apparent BB gun rifles causing personal injury and property damage in the Manton Avenue and Chalkstone Avenue area of the city.

Subjects matching descriptions provided were seen driving recklessly in various areas of the city, including the West End, Manton, Chalkstone, and Smith Hill, operating a dark-colored BMW convertible, according to police. 

When police were in pursuit, they said they observed a subject in the vehicle turn around and point a rifle at them; a lengthy pursuit took place, say police, with the vehicle lost numerous times, but was reacquired when officers searched the areas it was last seen. Police say that due to mechanical problems, the suspect vehicle came to a halt on Salmon Street, hitting a large section of granite curbing and coming to a sudden rest against a fire hydrant where three suspects were apprehended.

Black Lives Matter RI PAC Announces Protest

Late on Wednesday night, Black Lives Matter RI PAC announced a protest on Friday.

"In the videos, as officers have the youth restrained on the ground, bleeding and handcuffed, Officers Diaz and Voyer repeatedly attack and spit at the youth. At one point Officer Diaz has to be physically restrained from attacking the youth. There are numerous examples of police violence against youth across the state," said BLM RI PAC in a statement.

"There has been no accountability for the violent behavior of police officers, this is why we have and are continuing to demand the repeal of LEOBOR [the so-called Policemen's Bill of Rights]," added the BLM RI PAC.

The protest is scheduled for Friday, August 20th at 5 pm at the Public Safety Complex to demand the repeal of LEOBOR. 

Speakers will include Mayoral Candidates Nirva LaFortune and Gonzalo Cuervo, Gubernatorial Candidate Luis Daniel Muñoz, Senator Tiara Mack, and Jim Vincent, NAACP President.
