According to one of the Providence Police officers, “Upon arrival, I observed a large crowd of subjects, who were all spread out in the middle of the street arguing with each other.  I was directed to a female later identified as the caller later who stated that her vehicle was vandalized by a female juvenile who she pointed out to me. I then observed the visible damage to the left driver side door of her vehicle.”

The incident then spiraled and led to one juvenile being taken to Hasbro Children's Hospital and multiple individuals being charged. The incident took place on Monday.

“I immediately observed a female juvenile walking away wearing a black hoodie and dark pants as she screamed at me not to talk to her as I attempted to speak with her...at the same time, as I was still speaking with the caller when several juveniles attempted to fight with [her -- the woman who initially called the police] in my presence,” said the officer.

Crowd Grew to 50

“I then proceeded to separate the subjects and requested for more units to respond to the scene for crowd control.  It should be noted that several more bystanders appeared on the scene, which brought the amount to approximately 50 bystanders in the crowd as several subjects were becoming more aggressive and unruly towards me and the other officers on the scene,” said the officer.

A total of 25 Providence Police Officers responded to help control the scene.

One woman said that she wanted to press charges against the woman who initially called the police for the use of the pepper spray on her daughter.

The spark to the incident was an attempt by one woman who made the initial call to police, as she claimed, she tried to stop juveniles from trying to steal her car.

She said “she saw two juveniles attempting to steal her vehicle and she then attempted to grab the subjects.  At which time, she grabbed an 18” Blue Next Mountain Bike and an 18” Red Next Mountain Bike at which time she locked the two bicycles inside in the back of her vehicle until Police arrived on the scene."

At that point, several subjects began to argue with the woman wanting the two bikes returned back to them.  "Once the subject became more aggressive used Pepper Spray (CRIME HALTER) by spraying the canister at multiple subjects.  During the altercation, a female juvenile was transported to Hasbro Hospital by Rescue #7," reported the officer.

Providence Police reported that “after further investigation speaking to a Detective who was already on the scene, it was determined that the woman who said the juvenile attempted to steal the car would be placed under arrest for Simple Assault for the use of the pepper spray."

A female juvenile subject was placed under arrest and charged with Simple Assault for fighting with the caller and Malicious Mischief/ Vandalism to the woman’s vehicle.

The caller -- the woman who owned the car -- said she wanted to press charges against the juvenile for damaging her vehicle.

“I could not determine at this time who owned the bikes at which time. I seized the two mountain bikes for safekeeping and I secured them both in the property room at Central Station.  I also seized the pepper spray from the scene, and I placed it into an evidence locker,” reported the Providence Police officer.
