NEW: Rhode Island State Police Make Arrests in Shooting on 95

The Rhode Island State Police (RISP) announced on Wednesday that, along with law enforcement partners, it made numerous arrests stemming from a highway shooting that occurred on December 29, 2025.
On December 29, 2025, RISP had responded to a multi-car crash on Route 95 South in the area of Smithfield Avenue in Providence.
Reporting parties advised that the occupants of one of the vehicles involved had exited their vehicle and fled from the scene on foot.
During the investigation, RISP says it was determined that this was a targeted incident where one of the vehicles involved had fired approximately 19 rounds of gunfire at a second vehicle, which was struck approximately 10 times by gunfire.
The two vehicles involved in the shooting incident then caused a motor vehicle crash with a third uninvolved vehicle. Multiple, non-life-threatening, injuries resulted from the initial shooting and subsequent crash.
Warrants Issued - Arrests Made
As a result of this investigation, suspects were identified and warrants were sought for their arrest.
During the execution of the court-authorized search warrants, members of law enforcement seized considerable amounts of ammunition, firearm magazines, and digital evidence relating to the initial shooting incident. Fentanyl, cocaine, narcotics packaging equipment and cash were also seized.
The following subjects were charged for their criminal involvement in this shooting:
Zachary Martins, age 26, of 304 Main Street, Springfield, Massachusetts

3) Using a Firearm When Committing a Crime of Violence
4) License or Permit Required for Carrying a Pistol
5) Possession of Firearms by Certain Persons Prohibited
6) Conspiracy
7) Duty to Stop in Accident Resulting in Injury
8) Duty to Stop in Accident Resulting in Injury
9) Duty to Stop for Accident Resulting in Damage to Attended Motor Vehicle
10) False Report of a Crime
11) Obstruction of an Officer in Execution of Duty.
Martins was taken into custody in Massachusetts and will be held pending extradition proceedings to Rhode Island.
Troy Torres, age 20, of 99 Ives Street, Providence, Rhode Island

Torres was transported to Headquarters for processing, was special arraigned by a Justice of the Peace, and turned over to the ACI Intake Center pending his arraignment at 6th Division District Court.
Jamari Bell, age 23, of 286 Pontiac Avenue, Cranston, Rhode Island

Bell is currently incarcerated at the Adult Correctional Institution and will be arraigned on his new charges at 6th Division District Court.
Joseph Carvalho, age 27, of 155 Bernice Street, Woonsocket, Rhode Island
1) Harboring a Criminal.
Carvalho was transported to Headquarters for processing, was special arraigned by a Justice of the Peace, and turned over to the ACI Intake Center pending his arraignment at 6th Division District Court.
