HealthSource RI in Chaos

It is not getting better for HealthSource RI, the Rhode Island government-sponsored health coverage.

According to a statement by HealthSource, the technology backbone of the system continues to be inoperable as it is a component of the RIBridges system (formerly UHIP) that is still offline due to the cyberattack first detected by state officials on December 5.

Now, nearly four weeks later the entire system remains offline.

According to Christina O’Reilly, the spokesperson for HealthSource, as of November 2024, HealthSource had just over 47,000 customers.

And when asked how many total records were compromised at HealthSource, O’Reilly said she said, “The breakdown of HSRI customers versus customers/past customers/applicants to other programs is not available to us yet.”

 

McKee Administration Denies Cyberattack Extends Beyond the RI Bridges Platform, But Can’t Give Breakdown

Governor Dan McKee and his administration have been circling the proverbial wagons placing the blame on the state’s contractor Deloitte. McKee signed multiple extensions with Deloitte despite the consulting firm’s repeated missteps in the past.

“At this time, our latest estimate is that approximately 650,000 people may be impacted by the breach based on the files that have been identified as compromised. DLT’s system has not been compromised,” claims Olivia DaRocha, Press Secretary to McKee in an email to GoLocal on December 26.

“No other systems the State uses have been affected by the data breach. The RIBridges system hosts information about individuals, and sometimes their family members, who have applied for or received benefits. It also stores data from closed, or inactive, cases, such as individuals or families no longer receiving benefits or health coverage. Deloitte is still working to identify the individuals impacted and the associated programs involved in the breach. We’ll continue to provide additional information as it becomes available,” said Jose Garcia, Chief Program Development for the RI Dept. of Human Services.

In an early morning email from HealthSource on Monday, HealthSource wrote, “The call center is ready to assist individuals who still need to choose a plan for 2025 coverage. While the RIBridges system is unavailable, HSRI is offering direct enrollment through Blue Cross & Blue Shield of Rhode Island and Neighborhood Health Plan of Rhode Island, with a temporary no-cost option for select plans for the months of January and February.”

Now, HealthSource is asking consumers to call the call center and then they will be directed to the private companies — Blue Cross & Blue Shield and Neighborhood Health Plan.

HSRI’s call center is offering extended hours leading into the new year to accommodate those who may still need to choose a plan, make a payment, or otherwise inquire about the status of their account. The call center, at 1-855-840-4774, will be open 8 a.m. to 8 p.m. on Monday, December 30 and Tuesday, December 31. Hours will resume on January 2 from 8 a.m. to 6 p.m. weekdays with expanded Open Enrollment hours Tuesdays from 8 a.m. until 8 p.m. and Saturdays 9 a.m. to noon. Call center hours may be further expanded to accommodate for demand.
