3rd RI COVID-19 Death, 55 New Cases: Raimondo Responds to Cuomo, All Out of State Travelers Impacted

Rhode Island Governor Gina Raimondo announced Sunday a “big jump” in coronavirus cases in the state with 55 in one day, for a total of 294 cases — and 35 people in the hospital. 

“That’s a big jump  — it’s going to be worse before it gets better. This isn’t a cause for panic. Tomorrow there will probably be an even bigger spike. It’s exactly what we thought and are preparing for,” said Raimondo.

On Sunday, New York Governor Andrew Cuomo said that he spoke with Raimondo — after he threatened to sue the state for its New York specific travel restrictions in an interview on CNN — and said that Raimondo told him she rescinded the travel order. 

Raimondo said at the Sunday press conference that her subsequent Executive Order limiting travel restrictions on all out-of-state residents coming into Rhode Island — not just New Yorkers — ordering a self-quarantine for people entering the state, from out of state, for 14 days, supersedes her prior New York order. 

“Two days ago I signed an Executive Order with respect to New York,” said Raimondo. “Yesterday morning I signed an Executive Order that superseded that for all travelers for every state.”

“[It was] to keep all Rhode Islanders safe, for a quarantine for all visitors from any state from any mode of transportation and that’s how we’re enforcing it,” said Raimondo. 

“We chatted about it,” said Raimondo about her conversation with Cuomo after she signed the national restrictions -- and he threatened to sue. “If he feels it’s important to take credit, go ahead — I’m going to work to keep Rhode Islanders safe.”

“I wish Governor Cuomo all the best with the crisis he has on his hands,” she said. 

Rhode Island State Police Superintendent James Manni said Sunday that all out of state plates will be required to stop coming into the state. 

“All out of state passenger vehicles will be required to stop at one of the information centers,” said Manni. “We are working closely with the RI National Guard to come up with the best allocation of resources — it will not be just NY plates. Interstate commerce will not be impeded.”

“If someone doesn’t stop, an information officer will direct them to the second information stop. We have clear legal authority,” said Manni. “The procedure we have does not violate anyone’s constitutional rights.”

Childcare, DMV Changes

Raimondo said Sunday that she is suspending child care licenses in the state for one week — and then will revisit. 

“When the situation changes I need to change,” said Raimondo. “With new information, I don’t think it’s safe for child care centers to stay open.”

Raimondo announced that the state will now allow a 30-day extension on expirations as related to the Division of Motor Vehicles. 

“We are giving Rhode Island a 90 day on expirations for the months of March and April,” said Raimondo. “If your expiration date was March 1, you have until June 1.”

On Sunday, Raimondo urged Rhode Islanders to “do something kind” for someone in their lives

“We’re all on edge,” said Raimondo. “A kind word, biting your tongue — calling your neighbor, giving someone a hand — virtually — shooting a text for somebody — try and focus on one act of kindness so we can all get through this a little more easily.”
