Motorcyclist in Federal Hill Incident Had No License, Was Uninsured, and Had Expired Registration

The motorcyclist involved in the incident on Federal Hill over the weekend — in which a trash can was thrown at him while driving on Atwells Avenue during the St. Joseph's Feast — was uninsured, had no motorcycle license, and had an expired registration.
According to police, Michael Carnevale, age 19, of Johnston, sustained minor injuries to his arms, abdomen, and lower body when he fell off his bike after being hit. The bike then slid into a tent, knocking it over.

Providence Rescue responded to the scene and transported Carnevale to the hospital; there are no other injuries.
Police Traffic Report
In the traffic report, police said that shortly before 11:45 PM on Saturday, June 6, they responded to 222 Atwells for a report "for a report of a motorcyclist that was thrown from his motorcycle."
Police say that upon arrival, they spoke with Carnevale.
"At the time of the collision, Atwells Ave was closed to vehicular traffic due to a yearly festival. It is unclear how Carnevale was able to access the street due to the traffic controls that were in place. There were unconfirmed reports that Carevale was operating in a reckless manner, but no one would give an official statement to the police," police said in the report.
"Carevale further states that an unknown party threw an object at him. He then lost control and was thrown from the motorcycle. He then tumbled east across the pavement. The motorcycle then continued east on Atwells Ave without an operator. The motorcycle then came to final rest, crashing into tables and chairs of 228 Atwells Ave," the report continues.
According to police, a "check of NC/IC determined that Carnevale had an active Rhode Island driver's license. He did not have a motorcycle [license], no insurance, and the registration was expired."
Carnevale was issued a "universal summons" to appear in traffic court.
Court records show that he is also facing traffic tribunal charges for violations including “operating left of center,” “due care by driver,” and “care in starting from stop.”
In addition, Carnevale is being charged with violating “conditions requiring reduced speed” and “reasonable and prudent speed.”
Police did not say whether they are charging the individual who threw the trash can.
