RI Puts Governor’s Workforce Training Program on Hold Until “Clearer” Budget Picture

The Incumbent Worker Training Grant — which was created to provide funding for continuing education, training, and upskilling of incumbent employees at existing Rhode Island employers with grants of up to $30,000 — is currently on “hiatus.”

Budget Delays — and Implications
Rhode Island is currently operating without an enacted Fiscal Year 2021 budget.
The most recent quarterly financial report released by the Rhode Island Office of Management & Budget in November shows the state is on track to run a $114 million deficit in the current fiscal year
“The Governor's Workforce Board (GWB) has elected to keep the program on hiatus temporarily until the state budget picture is clearer,” said RI DLT spokesperson Margaux Fontaine.
“Once the board has a better sense of its revenue for the year, it will vote to allocate the Job Development Fund and any appropriated general revenue across all of its grant programs,” she added.
Fontaine pointed out that existing Fiscal Year 2020 grants are still being funded.
“The program is still operational,” said Fontaine. “In many cases, the GWB has extended contracts signed last spring to allow participating employers to conduct training virtually or on a revised schedule in response to the pandemic.”
