Democratic candidate Peter Kilmartin yesterday outlined his plan for what he would do prevent crime and make the state a safer place if he is elected Attorney General.

Kilmartin, a former police captain, said his approach was based on his experience with community policing.

“As a local police officer, I know that effective public safety begins with listening to and understanding the needs of your community. In fact you need community buy-in. You need the community to come together as one to truly protect our neighborhoods,” Kilmartin said. “I intend to bring my community experience to the role of Attorney General and expand the office’s community prosecution unit to the most troubled areas of our state.”

As Attorney General, he said he would boost the state’s efforts to prevent crime through after-school programs, violence education, and public safety programs that he would hold throughout communities in the state.

He said he expand the partnerships the Attorney General’s office has with local community groups throughout the state.

He also said he would provide more training for local police departments. For example, he said police need to focus more on drugged driving. “Law enforcement has had ample training on how to conduct a drink driving stop, but with the rise of narcotic and prescription drug abuse we need to teach the appropriate investigation practices for drugged driving cases,” Kilmartin said.

On the state level, he said he said he would fully fund and staff the Rhode Island Crime Laboratory and press for legislation that would correct “outdated or inadequate laws” on computer crime, sex offenders, and drunk driving.

His plan also deals with how criminal offenders re-enter communities after leaving prison. He said the state has an effective re-entry program that focuses on substance abuse, housing, and employment. “As Attorney General, I would commit the Office’s resources to enhancing the current re-entry programs to the hardest-hit communities,” he said.
