Layoffs hit the Departments of Health and Human Services, Energy, Homeland Security, Education, Treasury, Commerce, and Housing and Urban Development.

President Donald Trump, over the past week, has repeatedly threatened that he would begin layoffs during the federal shutdown. He has said the layoffs would be focused on "Democratic programs."

The American Federation of Government Employees and the AFL-CIO have filed a federal lawsuit to try to block the layoffs.
