NEW: “Road Rage” Incident in RI Leads to Arrest on Weapons and Drugs Charges

The Rhode Island State Police arrested a Florida resident on weapons, narcotics and other criminal charges after a reported "road rage" incident in the Town of East Greenwich Sunday evening.
At 10:10 p.m. Rhode IslandI State Troopers from the Wickford Barracks received an E-911 call reporting an alleged "road rage" incident on Route 4 northbound in the area of Division Road involving a motorist who had displayed a handgun and baton to another motorist.
Troopers subsequently located the motorist who allegedly displayed the handgun and baton, and seized a loaded .357 Smith and Wesson revolver, ammunition, as well as suspected cocaine and marijuana from the vehicle.

Francis was also alleged to be operating under the influence of liquor and or drugs.
Troopers transported Francis to the Wickford Barracks where he was charged with:
1) Felony Assault With a Deadly Weapon (2 Counts),
2) Using a Firearm when Committing a Crime of Violence (2 Counts)
3) License or Permit Required for carrying a Pistol
4) Carrying of Weapon while Under the Influence of Liquor and/or Drugs
5) Possession of a Controlled Substance Schedule I-V (Cocaine)
6) Driving Under the Influence of Liquor and/or Drugs – 1st Offense – B.A.C. Unknown
7) Refusal to Submit to a Chemical Test
8) Weapons other than Firearms Prohibited
9) Disorderly Conduct
10) Possession of Marijuana.
Francis was held overnight pending an arraignment the Third Division Court in Warwick today.
