Portsmouth Releases Reports Relating to Inspections of Portuguese American Club - Site of Fatality

In an email to GoLocalProv in response to an Access to Public Records Act Request filed on Saturday night, Lea Hitchen, the Town Planner for Portsmouth, released a few dozen pages of inspection reports relating to the fatal incident at the Portsmouth Portuguese American Citizens Club.

She said this may not be all of the town's related information.

The APRA request was filed after a portion of the exterior staircase at the Portsmouth Portuguese American Citizens Club collapsed.

According to local public safety officials, a 15-year-old girl died and three other people suffered significant injuries.

In response to GoLocal’s request she wrote in an email, ”As the supervisor to the building department I have been mobilized to assemble and review all available town records related to the Portsmouth Portuguese American Citizens Club (PPACC), located at 35 Power Street, including any past permits, inspections and construction activity.  All people included on this email have reached out requesting records of the subject property.”

She added: “The PPACC was constructed in c.1946.  In an effort to be transparent and provide the information within reach as quickly as possible, I have attached the following information:

A Building Department “log” dated between July 1997 – July 2016 of dated entries and events building inspectors performed inspections at the subject property.
Fourteen (14) Building Permits obtained between 1970-2017
Nine (9) Electrical Permits obtained between 2010-2018
RI Department of Health ISDS (nowadays RIDEM OWTS) permit for a septic tank, dated March 17, 1970.”

“In the coming days, I may have additional information to share.  I will provide any and all information as it becomes available,” added Hitchen.

A GoLocal review of the documents released by Portsmouth overviews more than 30 inspections, many of which were related to electrical reviews of PPACC’s "festival/feast/carnival."

None of the reports appeared to have reviewed the collapsed exterior staircase.
