Former Top Bryant Official Focus of Investigation Tied to Tenure at Coast Guard Academy

A former top administrator at Bryant University, Glenn M. Sulmasy is the focus of an investigation regarding his behavior with students when he was on the faculty at Coast Guard Academy. He also served on the faculty of the Naval War College in Newport.

According to CNN, he "once exchanged hundreds of sexually suggestive messages with a student he taught at the prestigious Coast Guard Academy, prompting prosecutors to recommend charges against him in military court, according to confidential records obtained by CNN."

CNN reported Thursday:

Attorneys at the Coast Guard were so troubled by Capt. Glenn Sulmasy’s actions — and by the fact that he continued to work with students — that they recommended in early 2016 that he be charged with conduct unbecoming an officer even though he had retired from the service the prior year.

“Prosecution appears to be the only proper course of action,” an attorney wrote in a February 2016 memo laying out the prosecution recommendation. Failing to act, the attorney added, could attract “significant negative publicity by the media, Congress and internal staff for the appearance of sweeping the case under the rug.”

Coast Guard leaders, however, quashed the case and never prosecuted Sulmasy, which allowed his career in private academia to flourish.

He went on to serve as Provost and Chief Academic Officer at Bryant University. Then, he left to serve as president just across the line in Massachusetts.

He now heads Nichols College, a small school in Massachusetts that focuses on business and leadership education.

 

Subsequent to the CNN report, Nichols announced Sulmasy was on leave.

Provost Sulmasy is formerly a professor of law at both the U.S. Coast Guard Academy and the U.S. Naval War College.  At the Academy, he led the humanities disciplines from 2010-2015. His primary research interests included international law, the Founders and the Constitution law, and national security.  He has delivered over 100 lectures at universities, think tanks, and academic/legal organizations over his career.  He also served as a National Security and Human Rights Fellow at the Carr Center for Human Rights Policy at Harvard University.

Currently, Provost Sulmasy is a visiting fellow at the National Security Law Institute at George Mason University School of Law. In addition to lecturing extensively on the law of armed conflict, international law, and national security matters, he is widely published on national security matters, and serves as a subject matter expert/commentator. He has been featured in the Los Angeles Times, on CBS News Radio, National Public Radio, CNN International, US News & World Report, the New York Times, the San Francisco Chronicle, Al-Jazeera America, MSNBC, Fox News, and numerous other national media outlets. He is the author of "The National Security Court System – A Natural Evolution of Justice in an Age of Terror" (Oxford University Press) and Co-Editor of "International Law Challenges – Homeland Security and Combating Terrorism" (2005).

Sulmasy was educated at the U.S. Coast Guard Academy, University of Baltimore School of Law (cum laude), UC Berkeley School of Law (Boalt Hall) and the Harvard Kennedy School. He is a proud member of the Harvard Club of New York City and the Bretton Woods Club (New Hampshire).
