RI Energy Facility Siting Board Rules Against Invenergy, Company Weighing Its Options

In a historic decision, the Rhode Island Energy Facility Siting Board has ruled that the energy to be supplied by the $1 billion Invenergy facility is unneeded.
The company in a statement to GoLocal said that it was looking at its options.
Invenergy spokeswoman Beth Conley said, “We will review the written decision and evaluate our options.”

The company had received preliminary approval from the Department of Environmental Management for the air permit.
The Energy Facility Siting Board’s decision can be appealed, but the decision is a significant blow to the project.
"Our appeals go to the Supreme Court. The Board will now prepare a written order, which could take thirty days or more. At that time, Invenergy would have ten days to appeal the order, if they so choose," said Todd Anthony Bianco, Coordinator for the Rhode Island Energy Facility Siting Board.
Specifically, the Board voted that Invenergy failed to meet the burden of proof that the project is needed.
The board is comprised of three members EFSB chairwoman PUC member Meg Curran, RI DEM Director Janet Coit, and Department of Administration's Meredith Brady.

The company said the project:
- Was Approximately a $1 billion project (one of largest economic development projects in RI history)
- Would produce 1,000-megawatt power plant
- Create about 600 construction jobs, about 24 permanent jobs
- Construction could start in 2020, with the project in operations no later than May 2023
- Ratepayer savings between $228 million - $286 million
- 27-acre project footprint on a total 730-acre privately owned property in Burrillville (property owner by Spectra). The site is well-buffered by woods and more than 2,300 feet from nearest residence.
