New College Condo Project Proposed for College Hill

There is a new proposal to build a major condo complex on Providence’s East Side. College students cannot rent from the owners, but students can live in their family-owned units, according to documents submitted to the city of Providence.

The proposed five-story building would fill the now vacant parcels on the corner of Angell and Brook Streets, which was once location of three homes.

The project, if approved, would have 32 units and, each with three bedrooms.

"As a condominium residential development, the building is not expected to generate excessive noise or disturbance. To ensure this condition is maintained, the applicant is proposing to restrict undergraduate college students from renting units although they would be permitted to live in owner-occupied units," claims documents submitted by the developer.

The development, which could house upwards of 100. It is directly across from the Wheeler School, a K-12 prep school.

In 2019, three houses were torn down as part of a proposed hotel project, including 209, 211 and 217 Angell Street. The three properties were then controlled by East Side developer and realtor Ed Bishop. The grandest of the three homes was the 1890 structure at 209 which was assessed by the City of Providence for $922,500. The three structures combined were assessed at a value in excess of over $2 million. 

The demolition was in preparation for a proposed hotel by Smart Hotels, but after opposition from the College Hill Neighborhood Association and repeated revisions, the project was ultimately scrapped.

New Project

The proposal is a multifamily residential building with 32 three-bedroom units and 45 parking spaces, 42 of which will be structured parking. 

"Thirty two parking spaces are required for 32 units and 45 will be provided. Ingress and egress to the cellar parking area will be provided from Fones Alley which will contain 42 spaces. Three of the 32 spaces used to meet the parking requirement will be compact, within the 10% permitted by the ordinance," according to the submission. 

Before the Providence City Plan Commission on Tuesday is the proposal from Signature Properties, LLC.

“The applicant is requesting preliminary plan approval, proposing to construct a 57’, five-story residential building with 32 units and structured parking providing 45 internal parking spaces in the R-P zone,” according to the application.

Further, Signature is seeking the following dimensional adjustments:

 

• A dimensional adjustment for height as the zone permits a maximum height of 45’.   

 

• Corner side setback on Angell Street and Fones Alley where a setback of 10’ is required but setbacks of four and zero feet are proposed.

 

• Rear yard setback requirement where 30’ is required but approximately 21’3” is proposed.

 

• Building coverage requirement where 55% is permitted but 68.75% is proposed.
