Everyone has their rules, even LaCosa Nostra. According to FBI documents, Raymond Patriarca had clear rules about blowing people up.
“PATRIARCA told REDACTED that he does not know who put the dynamite in the car and he is sure that no one of importance in Providence did so. RAYMOND explained that the use of bombs or dynamite was outlawed 25 years ago, except in Union disputes where they are used when no innocent people are around to be injured.”
