Pawtucket mayoral candidate Henry S. Kinch, Jr. talks budget deficits and the economy, saying that raising taxes is not an option during a recession. He warns that this will be a painful year - but says that he doesn't want to pass the pain onto local taxpayers, in this, the second of a three-part series.
