Which RI Communities Have the Most Registered Sex Offenders?
Tuesday, November 19, 2013
Information on the state's registered sex offenders can be found on Rhode Island's Sex Offender Community Notification Unit "offender listings, " which provide a searchable database that includes name, photo, address, what the offender was convicted of -- and when their court-ordered community supervision ends.
Public Information, Harassment of Offenders "Could Be Crime"
According to the website, "no agency, including any Law Enforcement Agency or any state agency, may direct where the offender works or goes to school. The risk level of this offender has been determined based largely on the offender's potential to re-offend."
It continues, "Sex offenders have always lived in our communities; but it was not until passage of the Sexual Offender Registration and Community Notification Act that law enforcement even knew where they were living. In many cases, law enforcement is now able to share information with you. Abuse of this information to threaten, intimidate or harass registered offenders will not be tolerated and may be a crime. Further, such abuse could potentially end law enforcement’s ability to conduct community notifications. We believe that if community notification ends because of community harassment, the only person who wins is the sex offender since sex offenders derive their power through secrecy."

The State of Rhode Island Parole Board and Sex Offender Community Notification Unit provides a searchable online database of Level 2 and Level 3 sex offenders, which are "moderate risk" offender and "high risk" offenders, searchable by city and town, zip code, or offender level. Not all towns in the state have registered sex offenders in the database.
In addition, categories include "whereabouts unknown", "moved out of state", "incarcerated out of state", "deported", and "deceased."
Below are the sex offenders registered on the site as of November 2013, ranked accoring to offenders per capita in each community -- which can change daily. The population numbers are taken from Rhode Island DLT 2011 estimates.
