Governor Lincoln Chafee’s budget proposal received mixed reviews from The Coalition for Transportation Choices.

On the upside, the CTC commended the budget for reducing the state’s dependency on bonds to fund transportation projects.

“Nevertheless, while the Governor’s proposal would provide major additional funding to RIDOT, it provides nothing at all for Rhode Island’s mobility manager, RIPTA; nor for our 39 cities and towns for maintaining local roads and fixing pot-holes,” the group said in a news release.

To resolve the problem, the CTC is proposing the Transportation Investment and Debt Reduction Act of 2011—which would spread funding around as follows: 50 percent to RIDOT, 35 percent to public RIPTA, and 15 percent to municipalities for maintenance of local roads.

The CTC also called for additional sources of revenue, saying the state could raise more money through a $40 increase in the biennial car registration fee.

The Coalition for Transportation Choices is comprised of 45 Rhode Island organizations ranging from Clean Water Action, Save The Bay, the Conservation Law Foundation to AARP, the American Lung Association and SEIU District 1199.
