In November of 2017, the Rhode Island Attorney General's office and the Rhode Island State Police contracted with Daigle Law Group to conduct a study of the 2014 incident between RI State Trooper Jamie Donnelly-Taylor and detainee Lionel Monsanto.

This report was completed in April of 2018 and it was never made public until now.

According to State records, Daigle was paid approximately $30,000.

"On November 20, 2017, Attorney Rebecca Tedford Partington retained  and requested that I review portions of the discovery record, and the above-listed materials, to determine if the record reflected any evidence of deliberate indifference in Rhode Island State Police policy, training, and practices as it relates to the plaintiff’s allegations of failure to train or supervise Troopers.  Specifically, the plaintiff has alleged that Col. Stephen O’Donnell was deliberately indifferent to the constitutional rights of the plaintiff as to the customs, practice and operational standards of the Rhode Island State Police.  In addition, that Trooper Palmer racially profiled the plaintiff when he was stopped and detained; and whether the force used against Monsanto by Trooper Donnelly-Taylor was reasonable.  Pursuant to my engagement, I conducted a review and analysis of the events in the above reference matter, as provided in the materials, and provide my opinion and conclusions below."
