NEW: ProCAP Blocks Access to Independent Assessor

The Providence Community Action Program (ProCAP) has cut off access to the independent assessor that was hired to look into the organization’s management practices.

Multiple sources have confirmed that local accountant Ken Richardson received a letter from ProCAP lawyer Kurt Hayes informing him that he no longer has access to the organization’s facilities, records or employees.

Richardson’s report, released early this week, identified several instances where the organization used questionable practices when handling taxpayer funds, including handing out interest-free loans to high-level staff, offering a 100 percent advance to an employee take college courses and reimbursing employees for personal cell phones.

On Tuesday, Mayor Angel Taveras said Richardson’s report revealed “staggering mismanagement” at ProCAP and urged the organization’s longtime executive director Frank Corbishley to resign. Taveras also replaced several ProCAP board members who were viewed as supporters of Corbishley, including Councilman Nick Narducci.

ProCAP’s board of directors is expected to call an emergency meeting for next Wednesday to attempt to remove Corbishley.
