NEW: No Changes at ProCAP for Time Being

The board of a taxpayer-funded nonprofit organization in Providence that is being scrutinized by the state for its handling of finances and by an independent assessor for irregularities in the current management’s policies chose not to oust the organization’s longtime executive director Thursday.

In a closed meeting that lasted over two hours, the board of the Providence Community Action Program (ProCAP) chose to continue its discussion until Tuesday, Nov. 29 rather than make a motion to terminate executive director Frank Corbishley.

Board chairman and City Council President Michael Solomon said he thought the two presentations made by the state and by independent assessor Ken Richardson were enough to fire Corbishley, but the rest of the board did not feel the same way.

“In my opinion, the evidence was clear,” Solomon said. “But the board wants more info so we’ll meet again three weeks.”

It is unclear exactly what the two presentations revealed, but there does not appear to be any “criminal aspect” to the situation, according to Nick Narducci, a Councilman and a board member at ProCAP.

ProCAP, which works with low-income Providence residents on a variety of issues including affordable housing, clinical counseling and case management, is also currently undergoing a federal investigation, according to Solomon. It is unclear if the investigation or any audit had anything to do with eight workers being laid off two weeks ago.

The details around the federal investigation into the organization remain murky, but Solomon said the investigation is similar to investigations into nonprofits happening “all over the country.”
