Neighbor Battles City Over South Side Providence Club

A neighbor is taking a complaint about a neighboring club to City Hall
A neighbor of a club on the south side of Providence has filed a formal complaint with the city over noise and parking issues at Mi Sueno on Broad Street.

"Patrons line the side streets with cars making it [an issue] for residents.  And the cops do nothing. The Southside is straight up lawless right now," said Providence resident Amy Espinal. "I've tried before, and nothing.  This is a long standing issue. And no one cares."

Espinal filed a formal complaint with the city last week, and reached out City Council members Luis Aponte and Carmen Castillo to express her concerns.

Letter to Council Members

Espinal sent the following communication to Aponte and Castillo after filing her complaint

"I understand they take out a monthly permit for entertainment,  but this should not allow them to have the club speakers outside making the neighboring homes literally shake.  I mean literally my windows,  my house,  even my car shake from the noise coming from Mi Sueno.  The police detail and other officers tell me that they can not do anything about it and to reach out to you.  I ask as an avid member of this community that you help me in resolving this issue.  I don't mind them making money or playing music, but the problem is when they take the club OUTSIDE and disturb the entire neighborhood. Isn't there common law that is being broken?  

Furthermore, there is the issue of parking and blocking the side streets,  I live [nearby] and patrons of this establishment park on both sides of my street making it in possible for emergency vehicles or even actual  residents to get in, they also cause issues on Sackett Street.  Let's be honest, this would not be happening on the east side nor any other part of town.  So why is this okay here!? I look forward to a dialogue with you both, and for some kind of resolution to this situation. I can attest to the fact that I am NOT the only person with this complaint. We, your constituents, deserve better. Thank you."

Council Response

City Council president Aponte said the issue of enforcement should be handled by law enforcement.  

"On Sundays, during the day, they have outdoor events, and occasionally they have fundraisers for community organizations," said Aponte.  "The last few weeks they've had car shows.  There's an ordinance on what's allowed, how late they can go.  I'm pretty sure they have a permit from 3 to 7.  I haven't gotten any complaints until now."

Aponte said that noise complaints were more often regarding private parties than for businesses.  

"I don't get a lot of complaints about businesses, it's usually parties.  They email I got was the music was too loud," said Aponte.  "The police are the ones who are supposed to be enforcing ordinances, but we will review it."
