Man Arrested for Thayer St. Murder Was Charged Months Earlier for Assaulting the Victim

On Friday, Providence Police announced they had arrested 25-year-old Dylan Sutphin for the murder of an elderly man, but this story started much earlier and raises more questions about the speed and justice in Rhode Island’s court system. The preceding event incident took place on June 25, 2026, in front of the Ben & Jerry's store on Thayer St.
The victim of Sutphin was 86-year-old John Conley.

A GoLocal review has found that Sutphin has faced multiple criminal charges in recent years, including assaulting the same Conley months earlier.
Previous Felony Assault
According to court records and Providence Police incident reports, Conley was the victim of an assault by Sutphin on September 1, 2025.
The Providence Police officer who responded wrote in his incident report:
Upon arrival I spoke with the victim, identified as John Conley (DOB: 40), who stated he was sitting on the bench in front of the
[168 Thayer Street, a Brown University Building] when he observed a male subject, later identified as “Dylan”, who Conley believed stole his backpack a few days ago. Conley stated he then began to accuse Dylan for the larceny. Conley reported Dylan then became angry and attempted to grab the cardboard sign Conley made.
Conley stated he grabbed Dylan’s wrists to prevent him from taking his sign, to which Dylan reacted by picking up Conley and throwing him on the ground. Conley reported the left side of his body hit the ground and he had pain on his left arm. Conley advised police that Dylan is a 6-foot, 24-year-old White male (approximately 220-240 lbs) wearing all black. Conley stated Dylan fled on foot outbound on Thayer St but is known to frequent the area.
Sutphin Charged With a Felony in September of 2025
Sutphin was charged a little more than a week later, on September 9, 2025.
He was charged with a felony — assault on a person over 60 years of age, causing bodily injury.
Functionally, little happened after the felony charge was filed.
It was months before the information was filed with the Superior Court. Only after six months was the information filed — on March 27, 2026.
A public defender was not assigned until May 15 of 2026 — eight months after the assault.
And then virtually nothing.
A pre-arraignment conference is scheduled for this Wednesday, July 8. But it may be difficult to move forward with the felony assault charge as the victim, Conley, is now dead.

GoLocal reached out to Rhode Island Attorney General Peter Neronha’s office for comment on the travels of the case. Neronha’s office did not respond.
Sutphin’s previous charges were minor in comparison include multiple drug charges and obstructing an officer in 2023 in Providence, another charge of obstructing an officer in Smithfield in 2023, a charge of shoplifting in Providence in 2025.
