Public Policy is Crucial in AI Moving Forward: West on New Book “Turning Point” LIVE

Brookings Vice President Darrell West, who is the Director of Governance Studies, appeared on GoLocal LIVE to discuss his new book, Turning Point — and the need for officials to address public policy surrounding artificial intelligence (AI).

West, who co-authored with Brookings President John Allen — a retired U.S. Marine Corps four-star general and former commander of the NATO International Security Assistance Force (ISAF) and U.S. Forces in Afghanistan —  spoke to how AI is already impacting the world.

“We view AI as the transformative technology of our time — it’s being deployed in healthcare, education, transportation, commerce, and national defense,” said West. 

“There are a lot of people who are worried about AI. They remember the Hollywood Terminator movies and worry that humans are going to end up being enslaved by the technology,” he said. “We argued that there are a number of possible benefits and risks.”

“We entitled the book Turning Point because we basically say we are at a Turning Point with this technology. Itt could go in a good or a bad way,” said West.

“The crucial factor is really the public policy — we need to get the public policy right. If we do that, we should be able to avoid some of the worst scenarios and gain some of the benefits.”

About the Book 

Turning Point offers major recommendations for actions that governments, businesses, and individuals can take to promote trustworthy and responsible artificial intelligence. 

Their recommendations include: creation of ethical principles, strengthening government oversight, defining corporate culpability, establishment of advisory boards at federal agencies, using third-party audits to reduce biases inherent in algorithms, tightening personal privacy requirements, using insurance to mitigate exposure to AI risks, broadening decision-making about AI uses and procedures, penalizing malicious uses of new technologies, and taking pro-active steps to address how artificial intelligence affects the workforce.
