Is the New England crime family trying to reestablish itself?

 

GoLocal last week unveiled that Dino Guilmette, a former boxer and actor, who Rhode Island State Police says has ties to the New England La Cosa Nostra, is now facing multiple felony charges. He is also known in celebrity publications for having fathered a child with Aaron Hernandez’s former fiancée Shayanna Jenkins.

One of the documents filed by the Rhode Island Attorney General's office with the Superior Court in the case against Guilmette is an affidavit by the Rhode Island State Police (RISP) -- the document was provided to the court in order to secure a critical warrant for Guilmette's cellphone.

 

GoLocal has secured a copy of the affidavit that outlines the RISP claims that Guilmette is directly tied to key players in the New England La Cosa Nostra and is a significant figure in cocaine trafficking in the region.

 

Central to the State Police's claims are five confidential informants who provided information to the investigation.

Affidavit by RISP Detective Mathew Lynch

 

According to the seven-page affidavit filed by RISP Detective Mathew Lynch in September of 2021, “Your Affiant [RISP Detective Lynch] concludes a thorough investigation in the sensitive information provided by Source Four in furtherance of this investigation and has concluded the Source Four’s information appears valid and truthful. This belief is based upon Affiant’s knowledge of Source Four as an individual who would be privy to sensitive information such as the activities of the NELCN (New England La Cosa Nostra] and specifically, Dino Guilmette.”

 

The affidavit by Detective Lynch states, "To summarize this information, Sources One, Two, Four and Five have all disclosed to your Affiant [Lynch] the Dino Guilmette is actively selling and distributing large quantities of cocaine, rumored to be qualified in multi-kilograms denomination at a time, throughout the greater Rhode Island area,” according to Lynch’s affidavit.

 

RISP Alleges Cocaine Smuggled Into Rhode Island Through Port of Providence

“Sources One, Two, Three, Four and Five have each disclosed that Dino Guilmette is actively involved in the licit and illicit activities of the NELCN [New England La Cosa Nostra]. Sources One and Five have both informed your Affiant [Detective Lynch] that Dino Guilmette overseas network responsible for this operation which includes the process of smuggling multi-kilograms of cocaine into the United States by way of Rhode Island from an origin likely in the Caribbean. The mechanism for this smuggling operation is believed at this point of the investigation to be done so through ships arriving at the Port of Providence. It is believed that Dino Guilmette and his association possess a multi-layered operation with numerous security contacts that safeguard this operation and are likely compensated for their assistance."

“Source Five, a proven reliable confidential source, has informed your Affiant [RISP Detective Lynch] that he has purchased cocaine from Dino Guilmette and his associates in years past. Source Five also advised that Dino Guilmette is an extremely surveillance-conscious individual who is on constant high alert for the presence of law enforcement. Source Five advised that Dino Guilmette will regularly perform inspections on his vehicle, namely REDACTED.”

 

 

Ties to New England La Cosa Nostra

“Source Five advised the reason Dino Guilmette and his network have successfully operated undetected for years is due to his careful planning and counter-surveillance tactics. Source Five advised that Dino Guilmette is aware of modern tactics used by law enforcement to infiltrate drug dealers and those with affiliation to the NELCN [New England La Cosa Nostra].”

 

“Therefore, Source Five advised that Dino Guilmette will inspect his vehicle frequently for the presence of ‘bugs’ and Global Positioning System (GPS) devices. Evidence of such activities has been observed by your Affiant [RISP Detective Lynch] and members of the Intelligence Unit while surveilling Dino Guilmette at his residence throughout this investigation. This has thwarted law enforcement’s efforts to utilize these investigative techniques and tools to expose the full-scope of this operation.”

 

“Your Affiant [RISP Detective Lynch] has also surveilled Dino Guilmette in his movements in his vehicle. While doing so, your Affiant can easily argue that Dino Guilmette is one of the most surveillance cognizant individuals your Affiant has encountered during extensive quantity of criminal investigations your Affiant has been a part of.”

 

"Your Affiant [Lynch] witnessed Dino Guilmette performed numerous elusive driving maneuvers while traveling in this vehicle. Your Affiant has observed Dino Guilmette depart his residence only to return, sit in his driveway for a brief period of time while never leaving his vehicle, before departing again in a different direction.”

“Your Affiant [Lynch] has also observed Dino Guilmette intermittently turn off of streets into businesses and other establishment in the greater Cranston, Rhode Island area only to remain parked briefly in these respective parking lots before entering the same roadway and traveling the same direction he was previously traveling from.”

 

“Source Five advised that Dino Guilmette presently possesses two cellular telephones. One of these cellular telephone numbers that belongs to Dino Guilmette has been identified REDACTED. This number has also been verified as a valid phone number for Dino Guilmette by Source One and Two. This telephone number has been determined to be held under an active AT&T account in Dino Guilmette’s name.”

"Your Affiant [RISP’s Lynch] has subpoenaed several sets of cellular telephone records for this phone number and has identified that are in contact with Dino Guilmette that are suspected co-conspirators in this illegal drug trafficking organization as well as the NELCN [New England La Cosa Nostra. Your Affiant [RISP’s Lynch] has also repeatedly seen Dino Guilmette on his cellular telephone while traveling in his vehicle and leaving and arriving residence.”

 

"During the last two weeks of September 2021, Detective [Michael] O’Neill, also of the State Police Intelligence Unit had established surveillance on Dino Guilmette at this location. Members then observed Dino Guilmette meet with Source Five upon arrival. After a brief time period, members observed Source Five enter his vehicle and leave this predetermined location. Detective O’Neill and your Affiant [Detecitve Lynch] followed Source Five directly from this location to another predetermined location. Source Five then turned over a quantity of cocaine who Source Five stated he purchased directly from Dino Guilmette.”

 

Confirmed as Cocaine

"Source Five and his vehicle were again searched and was found not to be in possession of any contraband. Your Affiant [RISP’s Lynch] then transported the quantity of cocaine purchased by Source Five from Dino Guilmette to the Rhode Island Police Headquarters. Your Affiant [Detective Lynch] field tested the purchased cocaine using an 07 Scott Reagent test kit which yielded a positive test for the presumptive presence of cocaine. The narcotics were later secured into evidence to later be transported to the Rhode Island Department of Health Toxicology Lab."

"Dino Guilmette is involved in this practice in furtherance of his allegiance to the NELCN"

“Given the totality of the information obtained from confidential sources throughout this lengthy investigation, exhaustive surveillance, various investigative techniques, and the aforementioned controlled purchase of narcotics, your Affiant [Lynch] can reasonably surmise that Dino Guilmette is actively distributing cocaine throughout the greater Rhode Island area.”

 

"Your Affiant [RISP Lynch] can also reasonably affirm that Dino Guilmette is involved in this practice in furtherance of his allegiance to the NELCN."

 

"As articulated throughout this Affidavit, the full-scope of this operation has yet to be completely exposed. Additionally, traditional and some forms of non-traditional investigative techniques have been tried and failed to this point to fully expose this network."

 

"Moreover, given Dino Guilmette’s savviness in his movements, your Affiant [Lynch] believes that if a GPS devices was affixed to his vehicle and/or if members of law enforcement drastically increased their physical surveillance efforts, this would be quickly spotted by Dino Guilmette and he would immediately alter his pattern of operation."

 

"Therefore, your Affiant believes that one investigative technique available to law enforcement to assist with this investigation is the authorization of GPS activity on Dino Guilmette’s cellular telephone device. This GPS activity, commonly referred to as a ‘ping’ would allow members of law enforcement to surveil Dino Guilmette’s movements from a safer distance, therefore gravely reducing the risk of exposing this investigation.”

 

“Additionally, your Affiant [Detective Lynch] believes that access to Dino Guilmette’s historical cellular telephone records with cell site information will immensely assist in this investigation. Your Affiant [RISP’s Lynch] has conducted numerous criminal investigations involving the historical and live intercept of cellular telephones. Through these investigations as well as extensive training, your Affiant [Lynch] has perfected the process of historical telephone mapping.”

 

"Dino Guilmette’s association are receiving, storing, packaging and distributing the multi-kilogram denominations of cocaine..."

The affidavit goes on to state, “Therefore, it is believed by your Affiant [RISP’s Lynch] that access to such record will assist members of the Intelligence Unit [of the RISP] in investigating this operation and allow members of law enforcement to establish proactive surveillance of known and unknown locations where Dino Guilmette’s association are receiving, storing, packaging and distributing the multi-kilogram denominations of cocaine they are purportedly involved with as of this writing.”

 

Guilmette is scheduled to appear in Rhode Island Superior Court in October.  GoLocal reached out to Guilmette's attorney repeatedly by email, phone and text with no response.
