There is nothing that addresses the problems with the parents who are missing in action, don't take on their own responsibilities and have to live off the state services. I am not saying don't support the kids but I am saying hold the parents accountable, even if its taking the kids away from them and shipping the parents back to where ever they came from.
RI attracts the needy and makes it too easy for someone that lacks any responsibility to get into the RI system of social services that is used to employ friends and family of other political types in the RI.

What is sexual harassment?

Sexual harassment is a form of sex discrimination.The legal definition of sexual harassment is “unwelcome verbal, visual, or physical conduct of a sexual nature that is severe or pervasive and affects working conditions or creates a hostile work environment.”

Unwelcome

Conduct is not sexual harassment if it is welcome.For this reason, it is important to communicate (either verbally, in writing, or by your own actions) to the harasser that the conduct makes you uncomfortable and that you want it to stop.
Conduct Of A Sexual Nature

Many different kinds of conduct—verbal, visual or physical—that is of a sexual nature may be sexual harassment, if the behavior is unwelcome and if it is severe or pervasive. Here are some more examples:

Verbal or written: Comments about clothing, personal behavior, or a person’s body; sexual or sex-based jokes; requesting sexual favors or repeatedly asking a person out; sexual innuendoes; telling rumors about a person’s personal or sexual life; threatening a person

Physical: Assault; impeding or blocking movement; inappropriate touching of a person or a person’s clothing; kissing, hugging, patting, stroking

Nonverbal: Looking up and down a person’s body; derogatory gestures or facial expressions of a sexual nature; following a person

Visual: Posters, drawings, pictures, screensavers or emails of a sexual nature

** Non-sexual conduct may also be sexual harassment if you are harassed because you are female, rather than male, or because you are male, rather than female.For example, it may be sexual harassment if you are a woman working as a carpenter on an all-male job, and you are the only one whose tools are frequently hidden by your male co-workers.

Severe or Pervasive

The conduct of the harasser must either be severe or it must be pervasive to be sexual harassment. A single incident is probably not sexual harassment unless it is severe. For example, a single incident of rape or attempted rape would probably be sexual harassment (it would also violate criminal laws).

Although a single unwanted request for a date or one sexually suggestive comment might offend you and/or be inappropriate, it may not be sexual harassment. However, a number of relatively minor separate incidents may add up to sexual harassment if the incidents affect your work environment. Some questions you can ask yourself to determine whether the conduct is pervasive are: How many times did the incidents occur? How long has the harassment been going on? How many other people were also sexually

I am not saying otherwise with regard to the union, if you look at what I am saying I am actually standing up for Mr. O'Rourke--that it is not a federal fraud problem as far as the hiring--more a union problem if at all anything. Go take a walk thru the PHA and look at the way employees are dressed, such as females. I felt uncomfortable when I heard it, but did not claim any sexual harassment because I was like whatever, but that is my morals. But, due to the fact that there is a woman who is taking a stand, she may not be telling the whole truth, but there is some truth behind it. That is all I am saying. Harassment you are right should be reported at the time, but sometimes people are afraid to come forward for fear of retaliation, humiliation such as some are doing to her at this point because they like him. Yes he is an excellent E.D. that has brought PHA to an even place, unlike when he took over, but again it does not excuse the behavior.

First, I'm sure there was at least one woman with not so large breasts who attended lunch. What constitutes large breasts? B cups? C? I am not excusing lewd behavior or sexism but I believe, technically, until you say to someone (like human resources or the union steward) that someone's actions make you uncomfortable and you have asked them to stop, this is not sexual harassment. As more an more relationships take hold in the workplace this becomes more of a grey area. It would also serve your argument if you made specific references to who these friends are (of Mr. O'Rourke, I assume?) before you cast stones so lightly. I believe the union leadership would have complained if this was the case. I'm sure there are categories of jobs that are considered "professional" in nature and exempt from the union contract.

yes... providence lost about $10 million per year on a $600 million budget. the problem is they made not custs so cicclini could get reelected. and there deficit was still $100 million for the eyar.

THIS MEANS THAT EVEN IF THEY HAD NO CHANGE IN STATE AID, THEY STILL WOULD HAVE HAD A HUGE DEFICIT!!!!!

as residential property values have seen steep declines in the recent recession, local tax bases have eroded.

AND as the values go down ,the tax rates go up!! usually its a disguised tax increase.

I do believe in standing up for what is right and no way connected (nor do I know the accusers) to any politicians etc. I am tired of all the fraud, political pressures etc. in Rhode Island that is my blog and my stand! I am just a little guy on the pole.

ooopss forgot to mention, I have myself witnessed Mr. O'Rourke making comments of someone's legs, staring employees up and down and it made me feel uncomfortable. The table thing may be exaggerated, but there has been sexual misconduct in the workplace no doubt in my mind. Yes, Mr. O'Rourke has turned PHA around, but I am sorry---it does not excuse the behaviors and the law.

On another note........big mistake from other politicians and citizens...The Mayor appoints the board, but the mayor (although in this state they do try to use their power)does not have no control over everyday operations. The board hires the Executive Director and they also do not oversee the day to day operations or else they are violating their bi-laws. They approve policies, firings and hiring's at the advisement of the E.D. These positions she is mentioning are non-union---but, they should look into (meaning the union)the positions that were filled by friends and family to see if it was to side swipe hiring another union employee----especially after all the lay offs a few years back.

Wow, I just have to say...Yes, Mr. O'Rourke has lead the PHA into a better position than when he started. The luncheon accusations are accurate the special clique have been doing this for years and if your a female without large breasts you can bet you are not getting into that clique. I have not worked there for years and I definitely know her accusations are true. She is also correct and has every right to say it--more than likely she is being refused raises due to stand up to him or other staffers. As for the OT..I remember that dept. working late a lot and on Friday taking lunches, so it never passed my mind...but collecting OT, there is the wrong doing. Paul O'Rourke--I don't believe he is in this crap as she is stating. He is retired, only some of the officers are paid thru the police dept. I do not know her or pope, some of it is accurate, but some of it is false-not necessarily her lying, but more her not knowing the whole story. God Bless America is all I have to say!

Has anyone noticed the many out of state license plates driving about RI? I can guarantee these people are not tourists.
RI chooses to import poverty with it's lenient rules and laws to obtain social services. 24 hr waiting period to sign up for welfare. Why should it be shocking that we have a high population of children living in poverty??

I watched A Lively Experiment on RI PBS this weekend and Mr. Rowley was a guest panelist. As an experience educator, I can see in him the arrogance of an educated youth that hasn't been tempered with the wisdom of realizing that, whatever you may know, you don't know it all and do not posses all of the answers. He's just too sure of himself and all of his answers, something thinking, mature adults simply do not do. So, as always, consider the source and accept it for what its limitations are...

Another mistake today by this campaign, led by Gio Cicionne. Taking money from a someone like union leader Senator Ciccone is clearly a mistake and it seems the legacy of Gio Cicionne will continue. THE LEGACY OF FORMER GOP CHAIRMAN GIO CICIONE

-He tossed in GOP personnel into the race last minute in 2008 in a desperate move to have candidates on the ballot, and did not fill in the paperwork properly, embarrassing the party.

–He cancelled all of the meetings on his own GOP members to ensure closing the primary would never see the light of day after his own Executive voted to move it forward.

-His own city/town chair people voted NO CONFIDENCE him

-His own GOP delegates in an ad hoc meeting (since he cancelled all of the regular meetings) voted NO CONFIDENCE in him.

- He stated that he would welcome Lincoln Chafee back into the party with open arms to the media after Chafee was elected Governor.

-He used Heidi Rogers to run in the LT Governor primary only to pull out.

-He engineered Clean Slate which was a waste of money, ineffective and left the GOP in debt.

-He recruited Dan Gordon into the party.
-He is in the middle of a major financial scandal within the GOP.

The most un-trusted man in the GOP is proving himself to be a liability to the Doherty campaign.
