This is one of the more specious attempts to defend the status quo that I have seen in this publication. Mr. Crowley begins by slamming Babson College as an uppitty "business college," as opposed, I guess to RIC or URI. The use of the anecdote about the hard-won C- paper is and appeal to emotion, and nothing more. It has almost no probative value. The taxpayers of this State deserve to have some sort of indicator to determine whether their money is being well spent. This Governot seems to relish doing things on his own, without the General Assembly, Judiciary, or a significant portion of the population of the state. I have no particular opposition to marriage equality; I am of the opinion that the State should keep its nose out of the private business of the citizens in this matter. I do fear, however, the actions of an executive who rules by fiat. When the executive of the opposing view comes to power, the same people who are now celebrating, will be appalled at identical, but opposite, actions. “COLORADO PERA AND THE QUEST FOR ACTUARIAL NECESSITY” by A. MoncriefIt was the ninth year of the new millennium and deep in the bowels of the PERA administration building, long after the private equity guys had left for martinis at the Cruise Room, PERA’s legal staffers remained and practiced their dark arts.
Methodically, these alchemists of jurisprudence closed in on the formula for that most mysterious and invaluable of substances “actuarial necessity.” The young lawyers worked feverishly recalling the words of their PERA Board Chairman “Get me some actuarial necessity or it’s you’re A**! Capice?!”
Months passed, but eventually their efforts bore fruit, and the formula for “actuarial necessity” was determined. A misty-eyed PERA legal staffer presented the formula for “actuarial necessity” to the PERA Board.
“Combine one part Subterfuge, two parts Duplicity, stir, don’t beat . . . add five parts Collusion, sprinkle one part Chicanery, blend four parts Treachery, and three parts Deceit . . . in the caldron boil and bake, cool it with a retiree’s blood!”
The PERA Board was euphoric, the Board Chairman remarking “I’m proud of you son, you have the makings of a General Counsel!”
This discovery rocked the State House.
The prospect of limitless state resources triggered widespread bipartisan rejoicing. The Doctor of the Day could not staunch the bleeding of the liberal hearts. The conservatives celebrated with a welfare mom open pit roast.
Within the year, the General Assembly had launched its own facilities for the manufacture of “actuarial necessity” in the Capitol’s sub-basement.
A new legislative era was born.
In order that the Members of the House of Representatives might easily know when an “actuarial emergency” exists, the Speaker of the House installed a flashing red “actuarial emergency indicator light” on the podium. A low siren sounds when the “actuarial emergency indicator light” is illuminated (a nice touch, lending an appropriate “crisis” atmosphere to the Chambers.)
Under newly adopted House Rules, when the indicator light is flipped “on” an actuarial emergency exists, and all legal state debts and obligations may be met with “actuarial necessity” in lieu of hard cash.
The state’s Revenue Forecast became “the Revenue and Actuarial Necessity Forecast.”
The state’s economists observed a strange correlation between dips in state revenues, and spikes in state production of “actuarial necessity.”
The Appropriations Committee became the “Committee on Appropriations and Actuarial Necessity.”

“Mr. Speaker, in the spirit of compromise I move that the General Assembly initiate a study of the Ann . . ., er, the state’s pension obligations to be called the Interim Study Committee on Public Pensions, and I further move that you appoint such a committee.”

“Ah, thank you, ah, Mr. Speaker, I stand to remind the honorable representative of the Democrat Party that ah, such profligate appointment of unnecessary study committees may very well be the ruin of our fair state.”

But make no mistake, the fundamental civil rights of Americans are always a pressing issue. Some say more pressing than anything else can be. If you are denied liberty, freedom and equality, all the economic prosperity in the world can't make up for it.

Why would I buy into an "essay" (more like op-ed) written by a union boss with an extreme bias favoring the source of his paycheck? Rural schools will always be a different case, because they have better resources and a more stable (less-transient) student population and tend to have more parents who are actively involved in their children's education.I live in Providence, and I know that when looking at inner-city schools, I can't think of many parents who even think about sending their kids to public school if they can afford private or can get their children into charter schools. You can spin test score data all you want, but the bottom line is that we pay too much and get too little in return in this state for public K-12 education.

RI's economic future is not going to be saved by government supporting a "a port" or "a video gaming company" or "a casino".RI's economic future will only be helped by creating a broader business climate that will allow good companies to grow. That means a competitive tax rate, a population of workers who have the skills to work in the new economy, etc. Latching onto this [fill in the blank with a specific project] or that single [fill in the blank with a specific company] only perpetuates RI's problems.

It’s time to get ready to send your kids to summer camp. There are so many things to do! Where do you start?First, delegate some of the work to your nanny. Your nanny can call the camp to see what supplies the children will need to bring with them, whether/how much money they’ll need to have, and what clothing the children should pack. Your nanny can then set about the task of assembling the clothing and other supplies that they will take with them to camp. (Make sure that pre-addressed note cards and stamps are among the assembled items.)
Second, have your nanny schedule play dates with at least some of the children that they will be spending time with at camp. It’s always helpful for them to reconnect with their friends if the school year has diminished their contact.
Third, you and your nanny can address any fears or concerns your children may have about going to summer camp. Some children experience separation anxiety, so reassuring them is key.
Fourth, have your nanny coach them about summer camp hazards (sun burn, poison ivy, etc.). Make sure that sunscreen lotion, any needed medications, etc. are packed for them.

Classic "Little Man Syndrome" strikes again. This self-proclaimed business genius apparently learned nothing from the last election, contrary to what he has been saying. He continues to approach the electorate as a "Punk Know-it-All", with a hot head and a giant ego, despite the fact that he still does not have two nickles to rub together.He needs to pay off his last election debt/loans and move along. Rhode Island has already had enough of him... Top of the heap, all right..!!
