I would think if the good Colonel really and truly wanted a fair process he would attend one of the many meetings around the state and request it rather than have a lacky send out a release. the ri economy died about 25 years ago. since that time, its death has been masked by on and off growth in the national economy but mostly from the real estate boom that created a HUGE false ecnomy.consumer spending in ri from 2000 to 2008 was fueled by home borrowing and not resident earnings.
when you have half the state taking equity line sout on their hosue every year and spening it on cars, trips home inprovements, furniture, electronics,etc,,,that was the ri economy for 8 years. thats gone and nothing to replace it.
their are a few bright spots but its too far gone...

A better indicator of how were doing would be to use a property valued at $200,000, and how much each municipaly would tax it. Dan,The question of where the money all goes is an interesting one. Mazze's statements aside, in my town most of the money seems to go to the current year school budget. It would be very interesting to see a chart like the one above showing the town's school budget as a % of the total tax revenues. How would that % vary across richer and poorer towns?

Mazze says: "The largest percentage of property taxes and other sources of revenue go to personnel, fringe benefits, interest on past borrowings/bonds and retirement and health benefits for former municipal employees." We probably can't do much about the interest on bonds, but we can and should do something about the personnel salaries, fringe benefits, pensions and health benefits for current and retired municipal workers. Let's reform all the non-MERS pensions first. Then let's make every municipal worker including public safety workers pay at least 25% of the cost of their health insurance. Let's repeal binding arbitration for public safety workers. Let's eliminate fringe benefits; private sector workers don't get any fringe benefits like longevity salary increases or uniform allowances. At the very least, revise the laws governing disability pensions. Why should all these police and firefighter workers get disability pensions just for "stress?" This so-called "expert", like most academics, doesn't know what he's talking about. The inclusion of nation-wide data as components of his RI economic index skews his methodology thereby rendering it useless. Charles, you make a great point and thanks for the conversation. I suppose those four towns qualify as the wealthiest given per capita income as well.Actually, according to the 2000 census (http://www.dlt.ri.gov/lmi/census/inc/towninc.htm) they would be four of the top five.

Serious tax reform is needed to encourage jobs growth in this state. It's that simple. All the government "gimmicks" will only prolong this situation. I don't see this state back to full employment until 2018.....maybe. It all depends on what those wingnuts on Smith Hill do. Dan...The problem with using property values is that they are variable between communities. A piece of property in one community will be valued differently from an otherwise identical property in another. Valuation is based in part on the perceived desirability of living in a given community...a "self-fulfilling prophesy". What is relevant is not the property valuation, not even the net worth because that includes some estimate of real property value, but the ability to pay the tax on an annual basis...the per capita income.
