Letter to FBI Director Webster

What is the price the FBI should pay to support an informant?

In the early 1980’s the FBI was paying the key informant tens of thousands of dollars and that was not enough. The informant no longer wanted a monthly payment — he demanded a lump some payment of $140,000.

In a detailed letter from the informant sent certified mail to the Director of the FBI, William Webster, he outlined why his payments were insufficient.
