PAGE 2 An April 13, 1981 from the FBI Director approves the use of electronic monitoring for 30 days in the RICO case against Arthur Coia and the Laborers International Union.
PAGE 4 FBI referring case to Rhode Island State Police about a potential hit. “Major REDACTED (Benjamin) RISP, was advised of the details of the aforementioned meeting. In view of the seriousness of this threat against REDACTED advised of the responsibility of the RISP to immediately notify REDACTED of the existing threat against his life.”

PAGE 7 Colonel Walter Stone Confronts the Source
“SOURCE became very emotional, stating that he would testify and would not consider entering the federal witness protection program. On April 15, 1981, a meeting was held at the offices of Colonel Walter E. Stone, RISP. Present were representatives of the State of R.I. Attorney General’s Office, the New England organized crime strike force and FBI, in addition to the RISP. Stone advised that even though the source had become uncooperative and is refusing to testify in this matter, a responsibility exists on the part of the RISP with respect to the safety of the potential victim. Stone advised it is the intention of the RISP to, at the very least, confront the subjects in this matter..”
PAGE 16-17 FBI approves taping “Conversation oat this meeting may include discussions concerning activities of Arthur E. Coia relevant to the above captioned investigation. Additionally meeting may concern discussion regarding a possible contract murder…”
PAGE 83 “Bureau Permission requested to utilize closed circuit television camera and still camera to observe subject (Raymond L.S. Patrairca) and criminal associates. Cameras will be installed in the “PLANT” approximately one quarter mile from Subjects’ place of business, National Cigarette Company, Atwells Avenue, Providence, RI”
