Below is a timeline showing Victor Cipriano’s final years as fire chief in Johnston—and the exchange of private memos with former Mayor William Macera, who gave him a special pension deal.
1999 Victor Cipriano becomes fire chief in Johnston

April 29, 2004 Macera signs a memorandum of agreement with Cipriano, giving him the same retirement benefits as members of the firefighter union receive
October 25, 2004 Cipriano is injured when he slips through a rung while climbing down an aerial ladder
November 2004 Cipriano has total replacement surgery on his right knee
January 2005 Cipriano arrives on the scene of a fire and is later praised by Macera for his heroism
September 8, 2005 Cipriano sends a letter to Macera saying that his injury prevents him from performing the duties of a firefighter and asking to be put on total disability
September 9, 2005 Macera sends a letter to the personnel and finance departments telling them to increase Cipriano’s salary to $78,354
September 15, 2005 Macera writes a letter to Cipriano, informing him that he has approved placing him on a disability pension
September 16, 2005 Cipriano retires
September 19, 2005 Cipriano receives a one-time severance payment of $58,543.81 for his unused vacation, personal, and sick days as well as holidays worked
May 2010 Cipriano formally launches his campaign for mayor of Johnston
