The Highest Paid City Employees in Providence

The 40 highest paid city employees in Providence collectively earned $6.3 million in pay and benefits in fiscal year 2013 and include a number of senior administrators as well as numerous rank-and-file firefighters whose overtime earnings vaulted them to the top of the payroll, according to data obtained in response to a public records request.

Topping the list is Vincent D’Ambra, a fire rescue captain, whose overtime earnings of $116,357 was nearly double his base pay of $68,762. Including city contributions to his medical, dental, and retirement benefits, D’Ambra’s total compensation last year was $218,145.

The top 40 includes Director of Administration Michael D’Amico, Public Safety Commissioner Steven Pare, Economic Development Director James Bennett, and Finance Director Michael Pearis. (See below slides for the complete list.)

But the list is as notable for who is on it as who is not. Conspicuously absent is Mayor Angel Taveras, who ranked 152nd on the payroll, with a base salary of $112,500 and a total compensation of $131,025 last year. A number of senior-level department heads and other officials also did not make the list.

In all, there were no more than a dozen management-level employees in the top 40, including six department directors. The rest are rank-and-file city employees whose overtime, longevity, or detail pay boosted their overall compensation. Most are firefighters.

“These high compensation levels are consistent with our Center’s prior reports that showed an unusually high premium for government workers over their private sector counterparts, as well as overtime payments that in many cases are excessively high,” said Mike Stenhouse, CEO of the Rhode Island Center for Freedom and Prosperity.

“Recent research further shows that statewide, unionized public employees without a college degree earn about 16 percent more in wages than their non-union counterparts,” Stenhouse added. “It is unfair that both high-level municipal workers, as well as lower-level workers, earn more than the average person would ... creating a serious squeeze on taxpayers. No wonder so many families are looking for greener pastures in other states.”

But Daniel Beardsley, executive director of the Rhode Island League of Cities and Towns, challenged that view, particularly when it comes to top administrators and department directors, whom he says are “grossly underpaid” when compared to their private-sector counterparts.

Beardsley said such comparisons also are unfair because many municipal workers have been asked to take on additional responsibilities as cities have tightened their belts. “I know tax collectors that are also functioning as tax assessors. I know tax assessors that are also functioning as finance people,” Beardsley said.

The top 40 list for Providence contains at least one example: Michael D’Amico, who is listed on payroll records as Director of Administration, but is also the acting Chief of Staff for Taveras.

How Providence compares to other cities

While public versus private employee compensation may be a matter of debate, the fact that some Providence department directors earn more than their counterparts in other cities and towns is not, according to records compiled by the state Division of Municipal Finance. In 2012—the fiscal year for which the most recent comparative data was available—Providence had the highest paid police chief and finance director while its fire chief ranked fifth overall.

“Looking at the top salaries, I feel that some of the top administration receives a substantial amount of compensation from the city,” said city Councilman Michael Correia, D-Ward 6. “I questioned that when I first got elected and as I was running for office.”

So is the city getting a good bang for its buck? In some cases, it is, Correia says. But, “some we’re not,” he added. .

In some instances, Correia said he can understand how higher pay is tied to a need to find someone with the requisite expertise. But, he added: “I think there also are some people who are local here in the state of Rhode Island who could probably do the job for a fraction of what we pay these individuals.”

City tackling problem of firefighter overtime

The top 40 list is notably dominated by rank-and-file city workers like firefighters, not administrators. Twenty three firefighters and four police officers earned almost as much, if not more in longevity, detail, and overtime than they did in their regular base pay, city records show.

Paul Doughty, the city firefighter union president, said the firefighters on the list had effectively been working two positions to make up for a staffing shortage in the department. The situation is not due to the deep budget cuts which the city has experience in recent years. Instead, it is the result of a delay in a decision to hire new firefighters, according to Doughty.

“Most workers enjoy overtime. Over the last couple of years, however, it has been excessive,” Doughty said. “It isn’t always a good way to live.”

Over the last year, Doughty estimates that about 25 to 50 percent of overtime in the department has been mandatory.

But all that is expected to change now that the department has added a new class of 55 firefighters, boosting the force to 420 strong. By next January, another school of graduating firefighters will add another 55 to the department, according to Doughty. The city had previously gone for about six years without holding a school, he said.

The city has also been reluctant to hire a new fire chief. For fiscal year 2013, no fire chief is listed on the payroll. But within about the past month, Clarence Cunha, the acting deputy assistant chief, was tapped to be the acting fire chief, after a series of candidate searches proved fruitless, according to Doughty. Cunha had a base pay of $91,807 and a total compensation of $147,372 in 2013, putting him on the low end of the highest paid—38th on the list.

Previously, Doughty has criticized excessive compensation of the fire chief. Asked if any on the current list struck him as excessive this year, Doughty responded: “Not at all.”
