NEW: State Unemployment Drops to 10.9 percent

Rhode Island's jobless rate now sits at 10.9 percent, more than two percentage points higher than the national rate, which was 8.3 percent in January.

does this factor in all those that have run out of benefits and cant collect anymore?

Ted Nesi fleshed the report out in his WPRI post this morning:
Troublingly, the decline wasn’t because the number of Rhode Islanders with a job increased but rather because the size of the state’s labor force shrank for the 21st month in a row. The reasons could include residents giving up on seeking work, leaving the state or returning to school.

Pretty sad when the unemployment rate DROPS to 10.9%.
Of course that doesn't include people who's benefits ran out.
