UPDATED: Review of Providence Community Action Program Underway

The private nonprofit organization that works with low income Providence residents on a variety of issues including affordable housing, clinical counseling and case management is in turmoil and a review is being conducted to review irregularities in the current management’s policies.

Along with an audit of the Providence Community Action Program (ProCAP), former Providence Democratic Party Chairman Ken Richardson is reviewing the organization, according to Council President Michael Solomon.

"In addition to the annual audit being conducted by Braver Associates, which is required under Federal and State regulations, an independent operations assessment is underway," Solomon said. "Ken Richardson, a private C.P.A., is reviewing current management’s policies and procedures. The Board and I look forward to Mr. Richardson presenting his assessment when it is complete."

A spokesman for Solomon would not confirm whether the organization’s Executive Director Frank Corbishley will be let go or asked to resign.

Corbishley did not respond to a request for comment this morning.

City spokesman David Ortiz said the Taveras administration is monitoring the situation.

“The Taveras administration is aware of this review of ProCap’s management and is obviously concerned if any improprieties are found to have occurred," he said. "We await Mr. Richardson’s report and will continue to monitor developments at ProCap."
