NEW: Report Praises Cicilline Proposal to Establish Make it in America Block Grant

David Cicilline's Make It In America Block Grant Program has “great promise,” according to a new analysis from the Brookings Institution
Cicilline’s proposal seeks to deliver funds to state and local governments to help manufactures recover from the long-standing economic recession. The funds will towards retooling small and medium sized businesses, diversifying business plans, improving energy efficiency, training and enhancing export opportunities.
The program also calls for the development of local Make It In American Partnership Boards. Providing advice to the local businesses, the public-private partnership aims to maintaining progress and aiding development.

The report suggests Cicilline’s plan could appeal to both parties if modified to work directly with existing programs like the Hollings Manufacturing Extension Partnership.
"David Cicilline's idea for the creation of a manufacturing-centered Block Grant Program is solid and deserves greater attention from political and policy communities," said John Hudak, a fellow in the Governance Studies Program at the Brookings Institution. "Ultimately the goal of this and many other proposals it to great jobs, grow economics and spur private section activity."
