Governor Gina Raimondo

Governor Gina Raimondo on Thursday announced five nominations to the Board of Education. Raimondo will submit the names for confirmation to the Rhode Island State Senate. 
 
"We must ensure all students in Rhode Island have access to the quality education they need to succeed in the 21st century. A great education is a ladder of opportunity. Great schools and a pipeline of well-trained, well-educated workers are key tools to attracting companies to invest and create jobs here," said Raimondo. "The individuals I'm nominating today bring a wide-range of experience to the Board. I am incredibly thankful to Eva-Marie Mancuso, who has generously dedicated so much of her time to the state and our students for the past three years, to Patrick Guida for his more than a decade of commitment to the Board, and to Antonio Barajas and Mat Santos for their public service on behalf of Rhode Island's children."
 
The Governor will submit the following people to the State Senate for confirmation:

Barbara Cottam of Providence, who is Raimondo’s nominee for chair
Jim Karam of Tiverton
Marta V. Martínez of Warwick
Betsy Shimberg of Providence
Rev. Dr. Jeffery Williams of Cranston 
  
The Governor will designate Jim Karam and Rev. Dr. Jeffery Williams to the Post-Secondary Council, and Marta V. Martínez and Betsy Shimberg to the K-12 Council.
 
"I welcome this opportunity to serve on behalf of our students," said Barbara Cottam. "A strong Rhode Island economy requires an educational system that prepares students for tomorrow's jobs. I look forward to working with Governor Raimondo, the Board, parents, teachers, educators and students in ensuring every child and young adult receives a quality education and achieves his or her potential."

In a statement, Education Commissioner Deborah Gist said, "Over the past several years I have enjoyed an excellent working relationship with Board of Education Chair Eva-Marie Mancuso and Council on Elementary and Secondary Education Chair Patrick A. Guida. Both Chair Mancuso and Chair Guida have volunteered many hours of their time to work to transform education in Rhode Island and to improve opportunities for our students. I also want to thank and acknowledge Board members Dr. Antonio Barajas and Lt. Col. Mat Santos (Ret.) for their dedicated service.  I am grateful for all that these Board members have done to support public education, and I hope that they will be able to continue their service to the education field and to the State of Rhode Island."
 
The Candidates

Barbara Cottam is Executive Vice President for Citizens Financial Group. She serves as a member of the Board of Trustees for Home & Hospice Care of Rhode Island, Crossroads RI, and La Salle Academy. Cottam also serves on the Providence College President's Council, having recently completed ten years as the Head of the Council. She is a founding member of RI Kids Count, the state's leading child advocacy organization, and served on the board for 10 years, the last three as Chairman. From 1991 to 1994, Cottam was Press Secretary for Governor Bruce Sundlun. Cottam is a graduate of Lincoln School and Providence College.
 
Jim Karam is the President and CEO of First Bristol Corporation, a real estate development and management company that builds shopping centers, office buildings, and hotels throughout Southern New England. For 10 years, Jim served as a Trustee of the University of Massachusetts, including 4 years as Chairman. Karam is a graduate of the University of Massachusetts.
 
Marta V. Martínez currently serves as Executive Director of Rhode Island Latino Arts, an arts education non-profit that provides cultural programs for K-12 students. Martínez is a former elementary school Spanish teacher, and she was previously chosen by Governor Sundlun to serve as the first ever Chair of the Governor's Advisory Commission on Hispanic Affairs. Martínez is a graduate of Providence College, George Washington University and Georgetown University. 
 
Betsy Shimberg is the Program Director for K-12 Education at the Howard R. Swearer Center for Public Service at Brown University. She also serves on the boards of City Year RI and Generation Citizen. Shimberg was confirmed by the Senate in 2008 to the Board of Regents for Elementary and Secondary Education, serving in this role until 2013. She graduated from Wellesley College and earned a Master's in Public Policy and Administration from Columbia University.
 
Rev. Dr. Jeffery Williams founded the King's Cathedral in 1999. Internationally, Dr. Williams oversees 43 congregations in six nations. Dr. Williams graduated from Brown University in 1981. He also has a Doctorate of Ministry degree from Gordon-Conwell Theological Seminary and a Master's in Public Administration from the Harvard Kennedy School of Government.

Clay Pell

The not-so-dark horse who might be in consideration for Gist's spot (or the Board of Education's Eva Mancuso's) could be Raimondo's primary opponent Clay Pell, who comes from the education policy world at the federal level -- he was Deputy Assistant Secretary at the Department of Education.

Given the millions Pell poured into his own campaign -- as well as how politics might have played out to give Gina the edge over opponent Allan Fung -- Pell might be well-positioned to maintain his profile in Rhode Island as he more than likely might be taking a look towards another run for higher offfice soon.

Susan Lusi

Current Providence Schools Superintendent Susan Lusi has a resume that includes having been Superintendent in Portsmouth, Chief of Staff for the Providence Public Schools  -- and as Assistant Commissioner at the Rhode Island Department of Elementary and Secondary Education.  

Lusi has served as a consultant to RIDE, as well as groups such as the LAB at Brown, Education Resource Strategies, The Council of Chief State School Officers, and the Learning First Alliance.  Lusi has a Ph.D. and Master’s in Public Policy from Harvard University, as well as a MAT in social studies and an AB in economics from Brown University.  Lusi could well be considered for the call up to the state's top education post.

Tom Brady

Lusi's predecessor in the Providence Public Schoools Brady the helm in 2011 after serving for three years, and has worked in education consulting and served as Director of the Department of Defense Educational Activity, over seeing all Defense Department K-12 schools, both stateside and overseas -- 191 schools in 14 districts, serving more than 82,000 students.  A return to RI to fill Gist's shoes would be step up the education ladder in the state should Brady be in consideration -- and have the interest returning to RI.

Angela Romans

Providence Mayor Taveras' former education advisor, who has been at Brown's Annenberg Institute, while in the city helped secure over $5 million in education grant funding from local, regional and national public and private sources for the city and served as a tri-chair of the Mayor’s Children and Youth Cabinet (CYC).

Prior to working in city government, Romans served as New England Network manager at Diploma Plus, Inc., a Boston-based, national organization that in partnership with school districts and communities, designs schools and programs to improve the academic results of predominately urban, African-American and/or Hispanic youth.

As the Deputy Commissioner at RIDE, Abbott has had to fill the shoes of Gist at meetings and events many times -- and could probably quite easily make the move up given his working knowledge of the office.

Jennifer Wood

Lt. Governor Roberts' Chief of Staff has an extensive background -- and interest -- in education, serving as Chief of Staff and legal counsel for RIDE for 9 years, and general counsel for NEARI before that.  Roberts was an instrumental supporter of Raimondo's during the campaign.
