NEW: Providence Housing Board Chair Resigns

The Chairman of the Providence Housing Authority’s board of commissioners has resigned, GoLocalProv has learned.
Paul Waldman, who has been on the board since 1991, submitted his resignation just two weeks after longtime executive director Stephen O’Rourke was placed on paid administrative leave pending an investigation into sexual harassment and mismanagement claims made against him.
Councilman and board member Nick Narducci confirmed Waldman has resigned.

She also claimed he mismanaged federal funds and handed no-bid contracts. The Department of Housing and Urban Development (HUD) has launched an investigation and the board hired an independent lawyer to conduct an investigation.
O’Rourke has said he expects to be cleared of any wrongdoing.
Waldman has stood by O’Rourke and originally voted against placing him on leave. Recently, Waldman has drawn criticism from longtime PHA employee Frank Manfredi, who claims O’Rourke and Waldman conspired to appoint Sorrel Devine as interim executive director.
UPDATE: Waldman sent the following e-mail:
"During the past month, I have been devoted a great deal of time to the Providence Housing Authority, particularly since the Board unanimously voted to put Stephen O'Rourke on leave of absence. Two weeks ago, I spent more than twenty five hours on PHA matters. I have neither the time nor the energy to continue in this endeavor so yesterday, I tendered my resignation to Mayor Taveras
"In addition,we have held three special board meetings during this period which have each lasted up to three hours, all at the end of the work day.
"It is my hope and understanding that the two HUD investigations as well as the internal investigation authorized by the board will resolve the issues raised by Ms Herosy and others one way or another within the next few weeks.
"I have served on this Board for twenty years with pride but it seemed appropriate that Mayor Taveras appoint my replacement at this time. As you may know,nine of our Commissioners are appointed by the Mayor with the other two appointed by the President of the City Council."
