Introducing Julia Steiny: A Union Giant Converts To School Reform

Game over: Hiring teachers by seniority lost big.

Protecting incompetent teachers also went down in defeat.

The story is a jaw-dropper:

Last July, term limits forced A.J. Duffy to step down as President of the United Teachers of Los Angeles (UTLA), after being elected twice, for a total of 6 years. Duffy, 67, happens to be built like a stereotypical Mafia don, speaks with gravelly voice in a native-Brooklyn accent, and sports expensive suits and two-toned shoes worthy of Tony Soprano. His active union involvement began in 1983. Locally, he was famous for never meeting a school reform he couldn’t despise.

Los Angeles’ Mayor Antonio Villaraigosa described him as “one unwavering roadblock to reform.”

In 2010 L.A. Weekly ran an expose called “The Dance of the Lemons,” covering the astronomical expense of either parking incompetent teachers in a “rubber room” where they were paid to do nothing, or letting them continue to mis-serve kids. In his “Speak Out” column, Duffy barked back that “the number of truly bad teachers in our ranks could fit on the head of a pin.”

He clutched the union torch no matter how bad it was for kids. That’s what such leaders get elected and paid well to do.

Duffy Switches Teams

But on September 1, a scant two months later, Duffy announced that he’d become the executive director of the fledgling network of Apple Academy Charter Public Schools. That’s charter schools, long considered arch-enemies by union officials. Duffy once summarily dismissed charters as “the death and destruction of public education.” Unions claim charters siphon off resources from “real” public schools, which is to say 19th-century factory-model schools that see teachers as interchangeable cogs in an educational machine – hence the obsession with seniority as the only way to differentiate teachers. The real issue is that most charters are not unionized, which reduces the number of unionized teaching positions and the power and dues that come with. Charters are public schools, held publically accountable for their performance.

Now Duffy is submitting a proposal asap to open his own charter school next fall. Charters get a big win out of his conversion too.

Mind you, Duffy wants his school to be unionized, preferably with his old colleagues at the UTLA. But he’ll forego any union affiliation that does not give him what he wants.

For example, with the same pugnacious language he used to fight on the other side, he insists his school be free of hiring by seniority. Moreover, he’d like the dismissal process for incompetent teachers to take under 10 days.

Wow.

Undermining Academic Success

So here it is writ large: A union official’s job is to protect and enhance the health, welfare and power of the private corporation that is a teachers’ labor union.

But if an ex-union official expects to shoulder the responsibility of actually educating students, well hold on! That’s a whole other story. Seniority and protectionist contract provisions will surely undermine academic success. When the chips are down, even a guy like Duffy knows that.

In 2010, Duffy testified to the state Senate against a bill that would have given school districts more flexibility regarding hiring and lay offs. California is among 12 states that mandate hiring-by-seniority and lay-offs by last-in/first-out. In a video clip of the hearing -- on ajduffy.com – he says, “There is no credible data that show that doing away with seniority or tenure will radically improve student outcomes.” Parents would beg to differ. And what magic initiative does improve achievement “radically,” anyway? Duffy goes on to insist that the only effect of the proposed legislation will be to allow principals to fire teachers they don’t personally like and to hire cheaper, lesSens senior teachers. (This latter accusation has merit, but seniority is not the solution.)

Seniority And Protectionism Loses

But that was then. Now Duffy wants guarantees that if the Los Angeles student population declines, his precious new charter school isn’t stuck with any of UTLA’s displaced teachers. Now he’s fighting to protect the hard, good work of interviewing, vetting, hiring and training a community of teachers. Now that his goal is education, he can’t afford to blow his chances of success by treating teachers as interchangeable parts, one just as good as another, in 19th-century school machinery.

Teachers are getting fed up with these hypocrisies. Across the country breakaway groups are telling their unions to quit with the incessant power mongering and instead, spend teachers’ hard-earned union dues on helping actual classroom teachers be more successful. The NewTLA is one such group.

In a recent Harris Poll, 72 percent of the 2,450 households surveyed said that they believe unions are too involved in politics and with fighting change instead of helping to bring it about. But more impressively, well over half – 60 percent – of the union households themselves feel similarly. Only 47 percent of union members believe they’re getting their money’s worth for the dues they pay.

In other words, the rank-and-file want their unions to lay off politics – fighting for practices and politicians that undermine education – and get busier with the important work at hand.

Like getting Duffy’s students educated.

Honestly, the fat lady sang. It’s over. Seniority and protectionism lost.

What unmitigated gall that Steiny should shrill that "protectionism lost" when her fat consultant fees in CF continue year after year with no evidence (other than that offered by her) of any success to her "project." If the program were successful why does the HS need 6 people just to 'walk the halls.' Check out how much $$$$ Gallo gives to Family Services but there's no money for textbooks!

i do not prefer an unstable, chaotic school system who see students as numbers and their test grades as their product. one that sees the teacher as a temporary worker whose bottom line is standardized testing.
Least we not forget that the word "protectionism" is a reaction to something that needs to be defended against attack. In this case, the attack is from croniism, nepotism and despotism of STeiny and her camp that is based on no educational foundation.

Until all parties wake up and recognize the 800lb. Gorilla in the room, that is, the ever-increasing numbers of students with neuro-behavioral and other health problems which interfere with basic learning skills, nothing is going to improve.

What, in your opinion, is the solution? Because that right there is the main reason seniority-in-layoffs came about as a policy; that it's objective. If there's a better system, then let's do it, because I certainly don't think laying off newer teachers is perfect. But you don't suggest one that won't cause teachers to fear to speak up against administration if they think it's better for their students. In fact, nobody seems to have a real answer to this that's not a cop-out like saying, "this latter accusation has merit, but seniority is not the solution."

So until you can fill that blank in, I don't know if you're right to write with such an "I-am-undisputedly-right-about-this" attitude.

What utter nonsense. Steiny ran screaming from Central Falls High School when confronted by the bad boys and girls. Next she got two teachers fired for having the audacity to question her moon beam, new age, huggy bear philosophy when dealing with drug dealers and gang members. She is a paid consultant to the school district of Central Falls for discipline, and it appears that Flanders missed another deadhead that needs to be let go. Get over yourself Steiny, your prepackaged nonsense plays well at the cocktail party, but not in the real world.

You are truly clueless.I think because Steiny is high profile and controversial, Golocal hired her. In my opinion, she is not an educator. She taught dance at RIC...That is her extent of actual classroom teaching and that is with adults...not in a classroom...not in an urban school.....She is a Gist puppet who works for the Dept of Ed. She may be at Central Falls, (I wonder what connections were used to get her there) but her programs of discipline were ridiculous and they failed..

A real teacher would have known that....She has no credibility in my opinion. She was on the Prov school board. Big Deal....Anyone could have run for that and get the job...Anyone in any capacity could be on any education board....

She is anti teacher and anti union ( she is pro charter and pro Teach for America -a group of carpetbaggers form other states with just 6 WEEKS TRAINING and put into classrooms when our own RIC graduates cannot get jobs) and that's why Projo hired her...They are most definitely an teacher and union hater newspaper.

Steiny did not write anything original. She gave descriptive reports on what other school systems in other states and cities did. Anyone can research on line what other school systems and charters do and then make a column out of it. And she was working for Gist so many of her columns mentioned Gist and Teach For Amefrica ....In fact Projo had to reveal

that Steiny mentioned Gist and her ideas more times without disclosure and that was unethical......

Newspapers gain readership with controversy and that's why Golocal probably hired her.....but she has as much credibility without ever teaching in an elementary or secondary classroom as my dog groomer...So, Max, research your facts beforew you spout out lies...and by the way

you are stupid to say that lal three commentaries were from the same person. That is not true.

@Max. Sorry Max, I'm not joi or David: I'm just a teacher. I have never been a chef and the only cooking I've done is at home using my microwave. I want GoLocalProv to hire me as a food consultant. I will write a column concerning food preparation and the proper way to cook it. Mind you, I have no experience in this matter and have never worked in a restaurant or taken cooking classes. You think they would hire me?

Sorry james, you missed my point. I wasn't supporting Steiny. My commentary was directed at those who think they are so important that they can threaten Golocal with a cancelled subscription. Really??? On a free publication??? As far as Steiny goes, she has no more credibility than Ravitch. Neither taught a day in a public school but they both think they know what is wrong with the system...well in Ravitch's case there is nothing wrong with a failing system. The way things are going, maybe you should consider that food consultant job because we're just spinning our wheels on education reform.
