Constantino Proposes School Funding Formula

House Finance Chairman Steven Costantino has proposed a new funding formula for public schools. The formula is based on an per-pupil rate of $8,295 for regular students and $11,600 for low-income students. State funding on education currently is based on what was given in the previous year, and does not take into account changes in population or new student needs. The legislation was introduced on Tuesday.  The Chairman's proposal is substantively different from Commissioner Deborah Gist's proposal as well as Representative Edith Ajello's.
