Cicilline & Gemma have Ties to Controversial Providence Loan Fund

A business co-owned by Democratic Congressional candidate Anthony Gemma received a $242,600 loan through what is now known as the Providence Economic Development Partnership (PEDP), GoLocalProv has learned.
Gemma and his three brothers receieved the loan in 2000 (just over 2 years before Congressman David Cicilline became Mayor of Providence) and was eventually paid off in full, but like many of the businesses that received funding during Cicilline’s eight-year tenure in City Hall, the Castle Cinema struggled to remain profitable and was closed by 2004.

Last October, GoLocalProv first reported that more than a quarter of all PEDP loans were at least 90 days past due and were likely to leave the city stuck for more than $3 million. In June, the PEDP board of directors, chaired by Mayor Angel Taveras (and previously Cicilline), voted to write off 29 loans that cost the city $2,171,125.66 once interest and penalties were figured in to the mix.
Over the weekend, Gemma ripped Cicilline for accepting campaign contributions from several loan recipients during his time as Mayor and again when he ran for Congress two years ago. Some of the contributors were among those who had their loans written off last month.
“I would expect loan recipients to focus on paying back their loans and growing their businesses, not sending money in to David Cicilline,” Gemma said. “Sadly, this news doesn’t surprise me. It appears to be just another case of David putting himself first at the expense of Providence taxpayers.”
No-Interest Loan, Tax Break


But records show Gemma himself got a sweet deal on the terms of his loan for the purchase and renovation of the Castle Cinema in 2000. Gemma and his brothers received a no-interest loan (most loans range from 3 percent to 12 percent) for $242,600 and were required to pay it back in 120 months.
The loan was part of the more than $1 million the Gemma family sunk into the movie theater, which had been a landmark in the city since 1925. According to a 2002 story in the Providence Journal, “the new proprietors gambled that they could save the old theater by turning it into the Castle Cinema and Café, offering full meals to diners who sit in seats made for Lincoln Town Cars and watch a movie. The theater also hosts live performances and the café serves diners who are not going to a movie or a performance.”
In addition to the loan, the City Council in 2002 also approved a tax treaty for the Castle Cinema that was expected to save the Gemmas $113,597 over a decade. The deal was supposed to create jobs for city residents.
By 2004, the Cinema had again fallen on hard times. An Associated Press article from the time citied an e-mail that said, “co-owner Larry Gemma is seeking assistance from the theater community and the office of Providence Mayor David Cicilline” to help keep the theater solvent. The article also quoted former Councilman Cliff Wood, who said the Gemma family was $1.8 million “in the hole” on the project.
The Cinema closed for good in 2004. In 2008, the Gemma family donated it to the Rhode Island Society for the Prevention of Cruelty to Animals (RISPCA). In both 2008 and 2009, the Providence Preservation Society labeled it one of the city’s ten most endangered properties.
Cicilline Campaign: Political Opportunism
On Sunday Gemma spokesman Alex Morash defended the loan, noting that it was paid off and that the family had to put up collateral to receive any funds.
“For the Gemma family to receive the loan, they had to sign personal guarantees, and they had to put up collateral,” he said. “As for payment, all payments were made and the loan was paid in full with interest. In regards to the theater, the property was returned to the Gemma family's possession and they chose to donate the property to the RISPCA.”
But Cicilline campaign manager Eric Hyers fired back at the Gemma campaign for taking a shot at a program that he directly benefited from.
“We've come to expect this sort of political opportunism and hypocrisy from Mr. Gemma,” Hyers said. “Much like in 2010 when he attacked the Jobs Now program while GEM plumbing was actually benefiting from that program, now he is attacking the PEDP program when he took a $250,000 loan from the city and then ran a theater into the ground. These desperate attacks are what you see from candidates who have nothing positive to offer.”
Doherty: Government Should Get Out of the Way
Nonetheless, HUD’s report painted a picture of an agency that gave out loans to businesses that often failed to create jobs and wasted nearly $1.5 million on federal funds internally.
“Seventeen of 52 loans which provided $2,990,000.00 in CDBG funds did not create or retain any jobs for low and moderate income people,” the report states. “Of the files reviewed, documentation of job creation or retention were either lacking or missing. As a result, these loans were used to benefit businesses without demonstrating that they also provided the intended benefits to low and moderate income people.”
On Sunday, the campaign for Republican Congressional candidate Brendan Doherty also took the PEDP to task, citing it as an example of government getting in the way of business.
“The PEDP scandal is simply the latest example of the dangers of government being in the business of business,” said Doherty campaign manager Ian Prior. “Brendan has consistently stated that the best economic policy is one where our elected leaders create an environment for business to thrive, rather than creating more government programs that distort the market and invite waste, fraud, corruption and leave the taxpayers on the hook when the program fails.”

Let's see ... Anthony Gemma and family PUT UP COLLATERAL for the loan and PAID OFF THE LOAN and OPERATED ACCORDING TO ALL LOAN RULES AND REGULATIONS ... and DONATED THE FACILITY TO THE RISPCA.
Let's see ... David Cicilline sent out his surrogate to LIE TO THE PEOPLE by claiming that Anthony Gemma is attacking the PEDP loan program when in fact ANTHONY GEMMA IS EXPOSING DAVID CICILLINE'S MISMANAGEMENT OF THAT PROGRAM.
Anthony Gemma and his family were not the PEDP problem. They acted honorably and generously throughout the process.
David Cicilline and his cronyism and mismanagement were the PEDP problem.
And while I'm at it, the scurrilous nature of headline of this story -- an implication of moral equivalency between the Gemmas' honorable actions and David Cicilline's cheating and lying -- is worthy of Roger Ailes and Fox "News."

The Gemma Family paid off their loan fair and square, and when things
with the business didn't pan out they way they planned the Gemma's cut their losses and folded the business as any business person would do. They did not stick their fellow Rhode Islanders with the bill, and that is very refreshing. Let's not forget that The Gemma Family have been very successful in other businesses and at least they are trying to succeed and also make jobs for Rhode Islanders. How many other politicians can you name that are really sincerely trying to grow the economy in Rhode Island? We need jobs here badly and that means that we need people with the guts to take a shot win or lose they are willing to try.
I don't know any of the Gemma Family personally, but they appear to be excellent businessmen to me, and it takes experienced business people who have both won and lost in business to grow an economy.

This is all just another example of Anthony Gemma speaking out of both sides of his mouth. He says he doesn't support the program, but he personally profited enormously from it. It's like him saying he doesn't support Whitehouse just because Whitehouse doesn't support him, or refusing to release his personal finances while calling for total openness with the public. He doesn't care about RI- he just cares about himself.

What exactly is Gemma supposed to have done wrong here? He got a special loan from the government to try to save a RI landmark.Ultimately, the loan got repaid despite the fact the family lost a bunch on the venture. This is just another thinly-veiled attempt by golocal to provide some sort of cover for the weasel Cicilline.

So the Gemmas tried to save the Castle cinema,created some jobs,took out a loan and repaid it,then donated the building and they took a loss,welcome to economic development,you have to take risks when starting up a business. The Castle was a great place and I applaud the Gemmas for trying to save it,I went there and sat in those nice Lincoln chairs,it was so nice,to bad it failed. I think these big theater chains must have made it hard to succeed,sign of the times,just like the drive ins.
I mean this is nothing compared to what cicilline has been accused of,he spent all sorts of money on things HUD said shouldn't have been done and then took all sorts of money from the people he gave loans to.
Remember when cicilline said he left Providence in excellent shape, more like for himself !!!

It's a desperate David Cicilline sending out his surrogates to lie and misdirect.
Again -- and this distinction is critical -- Anthony Gemma did NOT attack the PEDP loan program. Rather, he attacked David Cicilline for Cicilline's lack of oversight, for his pathetic misunderstand of the basic tenets of the program, for his reckless urging to take greater chances, and for questionable choices of loan recipients.
More honor and charity from Anthony Gemma.
More lies and self-service from David Cicilline.
The choice on September 11 could not be more clear-cut.

Did I miss something here? The article says that Gemma used the fund exactly as it is supposed to be used: trying to save a neighborhood business and institution, paying the loan back in full, and then losing his own money when the business failed. How does that related to the main points and facts of the article, namely, that irresponsible loans were made to not trustworthy people, and few will be paid back. The headline is yellow journalism.

Did "news" editor Dan McGowan write the scurrilous headline?
Was it written by Go Local Prov owner Josh Fenton?
The only defense Messrs. McGowan and Fenton can offer is that of ignorance.
Ignorance of their native tongue. Ignorance of the ethics of their chosen profession.
But it's a defense I'm not buying. Not for a heartbeat.
The transparent disingenuousness of this "story's" headline and the shallowness of its contents are consistent with the utter collapse of journalistic ethics in 21st century America.

Don't even think about defending your actions by claiming that the headline is literally true.
That would be the equivalent of David Cicilline's claim that his 2010 jobs ad was "made in Rhode Island."
Yeah, by definition it was shot in Rhode Island -- but by out-of-state employees of an out-of-state agency.
Honestly, Go Local Prov: Are David Cicilline's ethics the standard upon which your own ethics are modeled?

The only way this is a story is if Gemma received a no interest loan when such a loan was unavailable to others. Critics may Gemma's business acumen into question as a result of this story, but the end result is that the loan was repaid and an aging property was renovated at no cost to the taxpayers. Is that really a bad thing?

Is there a point to this story? who wants to watch a movie on Chalkstone Avenue and get held up when you leave the theater? I went a few times, a good concept and loan worthy for the risk, but too bad it wasn't for the Columbus Cinema. Nobody wanted to go to Chalkstone. I thought that was the intent of the loan program, to underwrite risky loans. And they paid it back. What is golocalprov's agenda here? To support Cicilline by obfuscating Gemma in the mix of another tarnished Cicilline debacle? Obviously, McGowan is sinking lower and lower into the morass of his handlers (Jerzek, East Side Mafia-Mryth York/Cicilline camp, Taveras, etc.). And Charles, this type of medium has no cannon, conscience, or moral integrity. Although they would like everyone to think they do. Pure propaganda.
