Former Pawtucket City Councilman Henry Kinch spoke to the latest developments in the Pawtucket Red Sox' attempt to get state and city funding to move the team to the Apex location -- including increased cost numbers, and the PawSox latest announcement that the new legislation would push.
Kinch, however, said he didn't believe the new legislation will move though both chambers of the General Assembly when it returns in 2018.
Instead, Kinch predicts a motion to put the question on the ballot in 2018 will succeed -- or if not, the PawSox will opt to leave when their lease at McCoy is up.
