Neighborhood Health Plan of RI has been ranked as one of the top ten Medicaid health plans in America for the past ten years.

Neighborhood Health Plan of Rhode Island has been named amongst the highest-rated health insurance plans in the nation according to the National Committee for Quality Assurance’s Health Insurance Plan Rankings 2013–2014— moving up one spot in the Medicaid plan rankings to #4 (from #5 in 2012). Neighborhood managed to move up despite an increase in competition (131 Medicaid plans ranked in 2013 vs. 115 plans in 2012). It was also named the top-ranked Medicaid plan in Rhode Island.

A Tremendous Honor

“We are very pleased that our Medicaid health plan partners were recognized by NCQA as being among the best in the country for quality,” said Steven Costantino, Secretary of the Rhode Island Executive Office of Health and Human Services (EOHHS). “Neighborhood’s consistent ‘Top Ten’ rankings showcase their ongoing commitment to improved access and better health outcomes for Rhode Island’s children, families and adults with disabilities.”

“Being recognized as one of the nation’s top Medicaid health plans is an honor for Neighborhood but it would not be possible without our remarkably innovative partners at EOHHS, the community health centers, the broader provider community and the many local agencies that work with us daily to assure everyone has access to quality, affordable care,” said Jim Hooley, President and CEO for Neighborhood.

A History of Excellence

Neighborhood is one of only two Medicaid plans to be ranked in the top ten every year since NCQA began rankings in 2004; the other is Kaiser Foundation Health Plan in Hawaii. NCQA has posted all rankings (Medicaid, private and Medicare) on its website www.ncqa.org.

Ranking Methodology

The rankings are based on measures of clinical quality (60%), measures of member satisfaction (25%), and the results of NCQA’s Health Plan Accreditation review (15%). Health plan members throughout the country were surveyed on issues such as access to care and overall satisfaction. NCQA also reviewed health plans’ prevention measures, treatment outcomes and accreditation standards performance to calculate an overall quality score.

About Neighborhood Health

Neighborhood currently serves approximately 66 percent of all Medicaid managed care participants in Rhode Island. The company is working with EOHHS to expand its service offerings to manage Medicaid long-term care supports and service of adults beginning in November and adults with low-income newly eligible for Medicaid beginning in January 2014.
