Spetrini, GoLocalProv News Editor: At one point during last night’s State of the State address, Governor Lincoln Chafee delivered a line from his prepared speech, waited for a reaction, chuckled to himself and told the crowded room before him that they could applaud. They responded with a standing ovation.
